Job Summary

The Direct Care Supervisor is primarily responsible for ensuring the appropriate and expected service delivery of residential services for all children in care by supervising and coordinating staff for the safety and well-being of all children in care. Responsible for the documentation and supervision of client’s progress while in care. Facilitate and ensure compliance to all Texas Department of Family and Protective/ORR Minimum Standards on an ongoing basis. Responsible for the supervision of lead youth care worker, youth care workers and escort youth care workers.

Essential Functions:

  1. Responsible for coordinating, supervising, and monitoring Youth Care Workers (YCWs) departmental services and operation within each shift.
  2. Oversight of shelter activities to ensure compliance with standards set forth by state licensing standards and ORR/DUCS guidelines/regulations.
  3. Ensure that the appropriate staff-to-client ratio is always maintained in each shift.
  4. Responsible for handling staff work schedules and reviewing time-cards on ADP.
  5. Works with staff on schedules, call in, transportation, food services, and calendar activities.
  6. Works with staff for appropriate documentation of client as required and that it is reported to the treatment team for progress on regular basis.
  7. Meets with staff and minors in care as needed for evaluation and feedback of care for children.
  8. Responsible for internal audits related to management of documentation and department processes.
  9. Responsible to assist with quarterly reports.
  10. Participates in departmental, all staff, mandatory, and needed training opportunities.
  11. Participates in on-call rotation of the supervisory staff.
  12. Makes evaluations for YCW and submits for review to Assistant Program Director.
  13. Provides necessary training to employees and new hires.
  14. Demonstrates adaptive leadership through supportive coaching and mentoring to YCWs through regular administrative supervision and training opportunities. Provide mentoring on career development.
  15. Oversees the overall safety, accountability, and security of the Youth Care Worker department.
  16. Provides effective communication across departments and programs to ensure consistency of expectations, as well as works effectively as a member of the interdisciplinary team.
  17. Responsible for identifying and reporting current/potential safety issues in the department.
  18. Assists on providing direct supervision of children in care and maintain line-of-sight.
  19. Attends meetings with service providers and assists with client-orientated projects.
  20. Assists on ensuring program operations and activities adhere to legal guidelines and internal policies.
  21. Other task and responsibilities as assigned.

Qualifications and Requirements:

Level: High School Diploma or equivalent

  • At least one (1) year of ORR Residential Care Services experience is required.
  • Valid, active driver's license.
  • Clean Driving record is required.
  • College degree in Human Services field is preferred.
  • 2 year of supervisory experience is required.
  • 1 year of previous work/volunteer experience with juveniles is preferred.
  • Experience working with children and youth care programs.
  • Proficiency in computer skills, i.e. Windows, Microsoft Word, Excel, Access, etc.
  • Strong verbal and written communication skills, including command of English language.
  • Bilingual (English and Spanish) required (speak, read and write).
  • Experience in managing service-related information for tracking and reporting purposes, e.g. measurable outcomes data.
  • Must be able to work on a flexible schedule as needed to meet work, program, and project deadlines.
  • Must be able to work Monday thru Friday 2:30 pm - 11 pm, weekend availability and overnight supervision minimum twice a month.

  • Demonstrates and maintains emotional intelligence for effective self-care and the role-model for youth care worker team.
  • Demonstrates an understanding of the value of cultural diversity, including the ability to develop systems and practices that are inclusive of diverse staff members and responsive to the cultural needs of the client population served.
  • Recognizes escalating behaviors and intervene at the appropriate level to ensure safety and security.
  • Ability to establish and follow established policies and procedures.
  • Ability to collaborate with peers, colleagues, and others to achieve mission goals and objectives.


Work Condition/ Physical Effort

Work is performed mostly in a residential facility setting. Some overnight travel, public speaking, evening and weekend work are requirements of the position. Regular computer works also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. This position requires on-call duty.
