Job Description

The Management and Program Analyst III shall provide management and program analysis services to the FAALC to include, but not limited to planning, scheduling, conducting, and reporting analyses of management, administrative, and logistics programs and procedures to determine resource requirements and utilization, workflow processes, and the efficiency, effectiveness, and productivity of functional operations. Supports: FAA

  • Review new and revised regulations, publications, directives, and logistical plans to help ensure correct interpretation, impact identification, and compliance within the FAALC.
  • Coordinate all new and revised operating procedures with affected activities and monitor their incorporation into applicable FAALC handbooks and orders.
  • Plan, initiate, execute, monitor, and report on all FAALC work activities of assigned projects and other responsibilities as authorized by the Project Charter for each of the assigned project(s).
  • Assists with development of project workflows, work breakdown schedules, milestones, budgets, resource requirements, and with the development of performance or success measures.
  • Maintain and update automated systems for tracking obligation and expenditure of funds. Monitor and report fund obligations, expenditures, and budget status.
  • Document all project stakeholder expectations and report all positive or negative impacts to the assigned project(s) cost, performance, or schedule to their assigned FAALC Program Manager and FAALC Project Management Specialist.
  • Provide guidance on travel regulations and ensure travel practices meet FAALC criteria and government requirements.
  • Conducts and reports results of employee interviews and audits of programs and supply records to determine compliance with FAALC policies and procedures.
  • Performs evaluations of actual vs. budgeted cost, schedule, and performance data, identifying manpower resource requirements.
  • Document the integration of tasks, provide technical analytical guidance to project teams, and make recommendations regarding the analysis and solutions of problems.
  • Analyze and reports on the effectiveness, efficiency, and productivity of administrative and technical programs such as data systems, information management, personnel, budget, etc. as related to their support of substantive operating programs (e.g., logistics support, staffing standards, organizational structure, etc.).
  • Analyze existing and proposed changes to organizational structures, charts, and mission and functional statements, to assist in eliminating functional overlap or duplication among FAALC programs.
  • Analyze program and administrative functions and produces reports identifying variances between actual and budgeted cost, schedule, and performance factors. Provide basic call center and customer service activities. I.e., answering the phone, logging tickets, capture and resolve customer requisition requests, complaints, concern, inquiries.
  • Provide support and data as requested for administrative purposes and in support of the Quality Management System.
  • Complete personnel and administrative actions as directed to include manpower resource allocation, recruitment, transfer, and temporary assignment. Develop variance information; producing cost, schedule, and performance budget forecasts; develop and managing administrative and management activity schedules and budgets; and produce administrative and management reports, presentations, and correspondence.
  • Develop, tracks, and administers program and administrative activity schedules and budgets.
  • Develop metrics to measure the cost, schedule, and performance factors associated with management, administrative, and program functions.
  • Develop improved methods for identifying resource requirements, measuring manpower and budget utilization, implementing improved work procedures, and reporting improvements in operations.
  • Develop assessment metrics, compiling actual cost, schedule, and performance data.
    • A Background Investigation is required in order to access systems and documents.
    • Assist the Product Services Division in executing the project/program requirements across assigned programs.
    • Assists Project and Program Managers as required to manage service order agreements by performing the following tasks:
      • Work with the Service Order Coordinator and Project/Program Manager to establish the Service Order Agreement
      • Assist in monitoring/maintenance of SOAs.
      • Request a Job Order Number (JON) for each at home labor category.
      • Update pertinent financial information requested by management and BSG in a timely manner.
      • Upload deliverables in the Customer Financial Inquiry (CFI) or equivalent (i.e., travel/trip reports, etc.)
    • Work with the Service Order Coordinator and Project/Program Manager to assist with the process of SOA closeout.
    • Provide project/program support including general admin support, data analysis, process documentation, records management, and other duties as assigned.
    • Interacts with customer as required in dealings with projects and other assigned tasks.
    • Participate/support meetings as requested. Integrated Product Team or Service Level Team, Program Management Review, Customer meetings, etc.
    • Customer and Team Meetings:
      1. Create/publish meeting agenda.
      2. Facilitate data gathering.
      3. Take copious notes during meeting.
      4. Create/publish Meeting Minutes to all meeting invitees NLT the noon of the following duty day.
        • Prior to publishing meeting minutes work with the Project/Program Manager or meeting sponsor to approve
        • Upon approval from Project/Program Manage or meeting sponsor publish meeting minutes to all attendees
        • Store minutes per the Project/Program Management Plan or per the meeting sponsors guidance
    • Creates/updates Action Item log.
    • Compile reports, notes, images, pictures, and other available information.
      1. Report is consistent with approved orders, instructions, and SOP’s.
    1. Updates routinely the Smartsheet database(s) for monitoring and tracking projects.
    2. TMRP (Tower Maintenance Repair Program) database updates and TMRP update status reports (Weekly).
    3. Applicable database updates.
    4. Research, obtain estimates and complete procurement packages for associated tasks.
    5. Assist Project/Program Manager and management with providing pertinent information for the Dashboards and Program Reviews
    6. Compiles Monthly quad charts and financial graphs when the Financial Dashboard is released by BSG or as requested.
    7. Develop metrics and performance factors that predict future outcomes and validate success.
    8. Participate in the development of FY business plan. Review entries with Project/Program Manager and Manager.
    • Assist in the development of programmatic documentation using standardized templates and tools including but not limited to:
      1. Excel Spreadsheets, Smartsheet database, KSN/Sharepoint, Word documents, etc.
      2. Execution Review, Program Management Review, Quad Chart briefings
    • Conducts routine financial updates and research.
    • Develop cost estimates for project/program activities.
    • Analyze project expenditures with budgets and/or estimates (Weekly)
      • Track/report average costs for assigned programs.
    • Compile Status Report and Analysis (Weekly) as required.
    • Compare budget used to establish the SOA.
    • Input actuals from UTBS and Checkbook
    • Obtain Estimate to Complete from assigned PM.
    • Calculate Actuals at Completion of service order.
    • Research and analyze all variances to determine any corrective actions and/or lessons learned.
    • Work with the assigned Project/Program Manager to resolve any negative variances.
    • Perform analysis of data and assist with data management.
    • Reviews/Maintains project schedules as required.
    • Assists in plans, schedules, tracks and coordinates projects or tasks from initial planning through completion.
    • Manages tasks and work activities in accordance with milestones and goals.
    • Identifies, collects, analyzes, and prepares data, charts, reports, and briefings on project/program activities to Project/Program Manager and management.
    • Performs analysis of metrics and generates report of findings to Project/Program Manager and management.
    • Works with Project/Program Manager and management to address current and anticipated problems and issues through thorough data analysis.
    • Store documentation according to FAA policies and procedures/work instructions
    • Enters time into Data Collection and Reporting System (DCRS) as required.
    • Keeps Management informed of tasks assigned.
      1. Elevate any issues that may arise.
      • Assist in communication between managers.
    1. Provide monthly status updates as required.
    • Elevate to the Project/Program Manager and Manager any issues that may arise (yellows and reds)
    • Immediately elevate any negative or positive impacts to cost, performance, schedule, or stakeholder expectations
    • Directly notify and communicate any Urgent matters (immediate impact or catastrophic impact) via Phone, Cell, Text, Interrupt meeting, etc.
      • E-mail (last resort)
    • Other matters use your best judgement to notify Project/Program Manager and Manager.


    Education

    • High school diploma or equivalent is required.
    • Bachelor of Arts degree in Business Administration, or an Associate degree in Accounting or Business, is preferred.

    Experience

    • Minimum Six (6) years’ experience.

    License, Cert or Registration

    • Current drivers’ license
    • Proof of U.S. citizenship
    • The ability to obtain security clearance enabling access to various Government facilities.

    Special knowledge, skills, & abilities

    • Must possess an excellent understanding of technical issues, ability to communicate verbally and in written form effectively, and the ability to work within U.S. Government contractual realm.
    • This position requires the ability to communicate effectively before groups of customers or employees of the organization.
    • Excellent telephone skills and knowledge of troubleshooting using vendors.
    • Success managing multiple tasks simultaneously. Adaptable to changing requirements and tasks.
    • Successfully perform basic mathematical functions as required in a business and/or engineering setting.
    • To perform this job successfully, an individual will have knowledge of the Microsoft development suite, and the Microsoft Office suite of software and knowledgeable of Web and Network architectures.
