Description:

Under general supervision of the Assistant Meter Service Manager, the Meter Service inspector is an entry level position responsible for ensuring the continuing operation of the District water meter infrastructure. The purpose of this position is to perform semi-skilled work to maintain and perform routine inspections at construction sites on all city owned and operated meters. Work includes inspections of meter sites, submitting reports and Infractions, and all other water utility related tasks.

 

Duties:

  • Perform Routine inspections on construction sites to ensure compliance with Mustang Special utility Districts Meter policy and procedures.
  • Communicate with Clients and recommend solutions and/or mitigation measures.
  • Ensure inspection quality and completion.
  • Maintain project/client files and records.
  • Prepare regulatory reports and correspondence.
  • Incorporate constructive feedback thoroughly to improve inspections and reporting.
  • Submit infractions through Billing system.
  • Installs and troubleshoots all meters to automatically collect consumption of residential and commercial water meters.
  • Investigates and reports mechanical and electrical meter failures.
  • Performs tests to calibrate equipment to ensure water meters are functioning accurately.
  • Inspects construction house meters installed by contractors for conformance with District Standards.
  • Ensures that work orders are updated and completed.
  • Organizes tools, equipment, and supplies necessary to complete assignments.
  • Inspects, cleans, and maintains equipment and tools in safe operating order.
  • Performs routine inspections of assigned areas to detect any necessary repairs.
  • Works closely with water department; learns and understands the needs of utility billing.
  • Uses standard office equipment including a computer and laptop; drives District vehicles to work sites, transports materials and assists other staff as required.
  • Ensures that worksites are clean after work is performed and replaces landscaping.
  • Track addresses and meters not complaint to specs with thorough documentation and following up to ensure issues are corrected in a timely manner.


Core Competencies:

  • Knowledge of TCEQ compliance practices and procedures.
  • Knowledge of general maintenance and repair techniques for water, electrical, mechanical, and plumbing systems depending on area of assignment.
  • Knowledge of the operation and maintenance of assigned light equipment, power, and hand tools.
  • Knowledge of safe handling techniques of hazardous chemicals and materials.
  • Knowledge of Districts policies and procedures.
  • Skill in following oral and written communications.
  • Skill in planning and organizing materials and supplies necessary to complete work orders or daily assignments.
  • Maintaining accurate records of work performed.
  • Ability to operate associated software systems quickly and efficiently.
  • Utilize computer hardware and software relating to work and field equipment.
  • Work independently in the absence of supervision.
  • Ability to read maps and locate addresses.

 

Qualifications:

  • High school diploma or General Education Diploma (GED) is required.
  • Previous water, electrical, and gas meter reading or installation preferred but not required.
  • Six months of experience in construction, maintenance and utility work is required.

 

Physical Requirements:

  • While performing the duties of this job, the employee is continuously required to: stand, walk, balance, bend or stoop, crawl, work at elevated heights, maintain eye and hand coordination, maintain finger and hand dexterity, hear, rotate and extend neck, maintain body posture, reach, talk, and have visual acuity to operate machines and equipment. Employee is frequently required to: access low and high areas with additional equipment, ascend/descend stairs, maintain hand and foot coordination, move hands in repetitive motion, kneel, reach above the shoulder, and sit. Employee must be able to operate job related equipment and tools. Must be able to routinely perform this work for an average of 8-10 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.
  • Specific lifting abilities required by this job include Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects.

 

Work Environment:

  • Work activities occur inside and outside. Works in an environment subject to extreme heat; noise, vibration, electromagnetic fields. Hazards such as moving vehicular traffic and construction equipment, slippery and uneven terrain, potential exposure to chemical fumes, odors, dust, mist and gases may be encountered. Requires visual acuity sufficient to see in the normal visual range with or without correction; vision sufficient to read computer screens, printed documents and to operate assigned equipment. Requires speaking and hearing ability sufficient to hear over phone and carry-on routine conversations.

Conditions Of Employment:

  • Must have a valid Class "C" Driver's License prior to employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check.
