Job Summary:

The Buyer/Procurement Specialist position is responsible for coordinating the purchase of goods, services, and logistics with (assigned commodities/suppliers) for multiple sites/vendors for CNPC USA Corp. The key function of the job is to be responsible for all activities from sourcing, provide payments accurately and on a timely basis, ensure purchase transactions and logistics are executed according to the policy, and work directly with suppliers and internal business cross-functional team’s such as Engineering, Quality & Control, warehouse, production, etc.

This position reports directly to the Supply Chain & IT Manager of CNPC USA Corp.

Responsibilities:

  • Conduct all business activities in agreement with CNPC USA core values.
  • Manage the entire source-to-pay process from supplier selection, negotiation, QR approval, PO creation, to invoice payment.
  • Responsible for coordinating the procurement of materials, supplies, and services including transportation.
  • Initiates purchase orders and amendments for parts, services, and/or special tools.
  • Ensure products and services are of the specified quality per contract or purchase order.
  • Reviews requisitions, source, get approvals, and create POs on a timely basis for purchased items.
  • Create, track, and expedite Purchase Orders.
  • Review open PO report on regular basis to make sure there are no past due orders, and all purchase order status is up to date.
  • Secures and analyzes quotations, negotiates prices and terms with suppliers, recommends suppliers with respect to cost quality, and deliver competitiveness for assigned responsibilities.
  • Comply with internal guidelines for inventory.
  • Work with the accounting department to ensure invoice accuracy and payment status.
  • Tracks orders and confirms lead times, delivery dates, and costs.
  • Reviews, updates, and maintains Purchase Orders.
  • Identifies cost-savings and other opportunities and implements actions to achieve process improvements and efficiencies.
  • May have responsibilities for worldwide purchases.
  • Works effectively in multiple projects.
  • Comply with standard business policies, industry, and government regulations.
  • Negotiate with vendors to ensure price and quality standards are met.
  • Arrange and manage logistic activities.
  • Performs and coordinates any other tasks as required.

Qualifications:

  • Bachelor’s degree in Business Administration, Supply Chain Management, or related field preferred.
  • Three years of relevant experience required.
  • APICS Certified preferred.
  • Must be eligible to work in the United States of America
  • Experience using ERP systems such as SAP, Oracle, or NetSuite is required. Preference will be given to candidates with NetSuite experience.
  • Strong computer skills, specifically in Microsoft Suite including Excel, Word, and Outlook.
  • Strong technical written and verbal communications skills.
  • Self-starter who can work independently or part of a collaborative and multi-discipline team.
  • Has the ability to read and interpret engineering drawings with proficiency.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit, climb, balance, stoop, kneel crouch or crawl. The employee must frequently lift and move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Travel:

This position is required to travel locally between all CNPC USA Corp. locations on an as needed basis.

Supervisory Responsibility:

This position has no supervisory responsibilities but is responsible for mentoring and training junior members of the department.
