Summary

Assist families with their children who have at-risk behavioral problems to become emotionally self-sufficient by coordinating family counseling, treatment services, and utilizing problem-solving techniques to overcome their barriers. This consists of conducting diagnostic assessments compile treatment plans, write clinical case notes, as well as, provide individual, family, and group counseling to youth and their families. Responsibilities will include but are not limited to; crisis intervention, case management, consumer advocacy and prevention, and education. Candidates with at least one year of relevant post-graduate clinical experience with families and children, licensed or license eligible counselor required.

Essential Job Functions

      • Adhere to Tampa Housing Authority’s Policies and Procedures as outlined, as well as the State of Florida, Florida Network of Youth and Family Services Grant (FNYFS) operating guidelines, and be knowledgeable of changes as instructed by supervisor, local, state or federal partner(s).
        • Coordinate treatment services associated with the Department of Program and Property Services in partnership with FNYFS and other assigned duties. Includes coordinating counseling, providing treatment services and referrals for the prospective program participants.
        • Conduct screenings and intakes with families to identify and assess children and youth needs. Apply psycho-social skills to assess appropriateness, schedule appointments and counseling services .
        • Consult with supervisor, case manager and/or partners to assess and update families’ eligibility to receive other community services or resources.
        • Provide information and referrals for behavioral, treatment services, or other community services as appropriate.
        • Treatment to individual and family counseling to children, youth and their families in their homes and/or schools.
        • Work with clients to create individualized treatment plans based on their specific needs and schedule appointments with clients and maintain contact with them throughout their treatment.
        • Develop treatment plans that include goals and objectives, timetables, and methods of evaluation under their supervision to ensure compliance, as outlined in the Policy and Procedure Manual provided by the grantor.
        • Facilitate the maintenance of complete clinical records, complete documents, and record casework activities completed on a daily basis as required. Record other statistical data, as needed by grantor, such as compiling reports, maintaining intake or referral logs.
        • Maintain up to date files on youth to include health information, physical impairments, limitations, physician, next of kin, activity participation, etc.
        • Initiate case management services for, At-risk Youth, Educational Services (academic and behavioral), and Counseling Services, Life Skills and Self-Improvement.
        • Attend weekly meetings to receive coaching and counseling on program services and quality assurance of related areas; that will identify needs and barriers the achievement of youth development.
        • Assures that quality counseling and case management services are delivered to eligible children and families, including promoting ongoing involvement of the child and parent at all stages of the case management process
        • Maintains client and family rights to confidentiality in compliance with State and Federal Laws.
        • Performs periodic quality assurance checks on client files
        • Provide supervision and assist in onboarding for student interns.
        • Maintains appropriate State Licensure and or eligibility status.
        • Regularly participates in meetings with other program staff and community partners.
        • Prepares reports within timelines provided by grantor to ensure updates are conveyed regarding agency-related issues.
        • Represent the agency on committees; attend meetings throughout the service area to promote the program, its vision and the fundamental principles as outlined by the grantor.
        • Perform other assigned duties by the program and grantor as requested.

  • Knowledge of childhood mental and health disorders.
  • Working knowledge of a broad range of services needed by families with children experiencing mental health issues, including but not exclusive to being mentally handicapped and/or developmentally delayed.
Knowledge, Skills, and Abilities
  • Knowledge of the principles and practices of social work and case management
  • Knowledge of the principles and practices of management and supervision
  • Knowledge of HUD and organizational regulations, policies, and procedures
  • Knowledge of business English, spelling, arithmetic, and vocabulary
  • Knowledge of basic office equipment, including computer, fax, telephone, copier, etc.
  • Knowledge of the organizations and agencies in the area that provide services utilized by clients
  • Knowledge of the principles of communication
  • Ability to counsel with low income families regarding self-sufficiency, planning, follow-through
  • Ability to understand and follow oral and written instructions
  • Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions
  • Ability to communicate orally and in writing
  • Ability to organize and present workshops and training sessions addressing family, employment and finance issues
  • Ability to accurately analyze progress toward achieving goals and motivate continued progress
  • Ability to establish and maintain effective working relationships with the public, residents, and other employees
  • Ability to establish and maintain a network of contacts to assist in providing services to clients
  • Ability to interact with clients and agencies in obtaining and providing information in a polite and efficient manner, both in person, and on the telephone
  • Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
  • Skilled in analyzing situations in order to identify problems and offer possible solutions
  • Skill in communicating orally with clients and agencies in order to obtain and provide information
  • Skill in dealing with people in a polite and diplomatic manner

Minimum Qualifications

Master’s degree in social work, mental health or closely related field plus one year of clinical experience working with families and children. Board certified (eligible to take Licensed Clinical Social Worker examination within two years of hire date). One year of supervisory experience with a social service agency preferred.

Other: Valid Florida Driver’s License Insurable under the agency’s insurance policy Must be able to clear FDLE Background Screening
