Job Description

GENERAL DESCRIPTION OF DUTIES

Under executive direction of the Utility Services Director, the purpose of this position is to direct and supervise the operation and regulation of City water flow, pressure and treatment in the Utility Services Department providing proper water quality and availability to the City. Employees in this classification function at entry management level, and are responsible for reviewing and evaluating all inspection, maintenance and repair functions of subordinate personnel to ensure efficient and effective operation of water facilities and equipment. Position is also accountable for developing, implementing and evaluating operational policies and procedures of Water Plant facilities to ensure compliance with all applicable city, state and federal regulatory requirements and regulations. **Must possess and maintain Grade 2 Tennessee Water Distribution Certification.

ESSENTIAL JOB FUNCTIONS

  • Directs, supervises, trains and evaluates skilled operational and regulatory work in the testing and treatment of City water to ensure compliance with all applicable city, state and federal regulations and guidelines.
  • Directs, supervises, trains and evaluates all maintenance and repair activities related to water equipment and facilities, e.g., pumps, tanks, aerators, precipitators, filters, motors, pulleys, drive belts, solids and chemical handling.
  • Manages water plant operations such as scheduling, setting desired chemical parameters, setting desired filter parameters and setting desired water quantity levels within distribution levels.
  • Makes changes to operating procedures as better practices are identified or changes are made to regulations.
  • Investigates water complaints from customers.
  • Reviews and supervises chemical and pressure sampling and laboratory testing; monitors calculations of results/readings, treatment performance and quality and equipment adjustments and calibrations.
  • Directs, supervises and evaluates maintenance and purging activities: cleans algae from clarifier overflow weirs; cleans mechanical aerators and diffusers; cleans pumps, pipes and plumbing apertures.
  • Oversees daily records and readings, including pressure, flow, time, chemical usage, and pump function/operation; performs corrective measures to pump operations and settings as necessary.
  • Performs administrative duties; prepares monthly operational reports, enters data, generates spreadsheets for process control, performs calculations, runs quantitative/qualitative analyses and interprets data for performance evaluation.
  • Completes monthly reports that are sent to the Tennessee Department of Conservation detailing all parameters that are monitored at the plant and in the distribution system.
  • Assigns all necessary facility custodial and grounds maintenance tasks, including edging, mowing, trimming, waste removal and cleaning.
  • Oversees the cross-connection and flushing programs to maintain compliance with state regulations
  • Ensures all duties and operations are performed according to established safety standards, codes and regulations, and in compliance with OSHA and TOSHA, providing safe working conditions.
  • Performs related duties, as directed.

MINIMUM TRAINING AND EXPERIENCE

Bachelor’s Degree in Environmental Health or a related field; supplemented by five (5) to seven (7) years of progressively responsible Water Plant operation experience; or an equivalent combination of education, training, and experience. Must possess and maintain Grade 4 Tennessee Water Treatment Certification.

**Must possess and maintain Grade 2 Tennessee Water Distribution Certification.

  • Ability to plan, coordinate, direct, and motivate the work of professional and administrative staff.
  • Knowledge and proficiency in the use of computers, Microsoft Office programs, and other basic software.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with City and State officials, private sector executives and business representatives, and the general public.
  • Ability to analyze, categorize, compare, count, differentiate, measure and/or sort data and information. Ability to assemble, copy, record, and transcribe data. Ability to classify, compute and tabulate data.
  • Ability to utilize design data and information such as high tech manuals, computer languages, accounting methods, engineering manuals and educational curricula.
  • Ability to add, subtract, measure, multiply and divide, and calculate percentages, fractions, and decimals.
  • Excellent work history and attendance record.
