Description:
The client is looking for an expert level Application Architect III to work 40 hours a week as DNR Application Architect Lead for the DNR IT Custom Applications Section.
The DNR RFS Skillset Form MUST BE COMPLETED AND UPLOADED along with standard requirements for each applicant submittal to be considered.

Will close to submissions on 4/26/2024 4:00PM CST.

Top Skills (5) & Years of Experience:
Expert level experience in Application Architecture within a large, complex organization. Application Architect guiding other developers and/or teams. (12+ years)
Expert level experience in analysis and design of Microsoft Platform using .Net and Oracle/ SQL Server databases to develop custom applications. (12+ years)
Expert level experience working in Visual Studio as well as Azure DevOps in the Cloud including project structure, migrations, work items and source code and release management. (5 years)
Architect for new applications or technology evaluations. (5 years)
Experience implementing application architecture, design, and development standards to developers including processes, documentation, and technical direction. (4 years)
Nice to Have:

Experience documenting processes and technical documentation.
Experience working in Government and/or Natural Resources
Interview Process:
1st Round Interview - A virtual interview will be scheduled via Microsoft Teams with audio and camera required. Audio and video must be in sync. 60 Minutes
A second interview may be requested prior to hire, approximately 60 minutes. In person preferred.
Duration: Till 6/30/25 with possibility of extension.
Onsite or Remote? Candidate MUST be a CURRENT Wisconsin resident. No relocation allowed. Services to DNR must be physically completed within the State of Wisconsin including during remote work. Headquarters is downtown Madison, WI. Hybrid, On a weekly basis, DNR is currently 60% remote and 40% in the office. Madison, WI.
The most qualified candidate will have:
Expert level experience in Application Architecture within a large, complex organization.
Application Architect guiding other developers and/or teams. (12+ years)
Expert level experience in analysis and design of Microsoft Platform using .Net and Oracle/
SQL Server databases to develop custom applications. (12+ years)
Expert level experience working in Visual Studio as well as Azure DevOps in the Cloud including project structure, migrations, work items and source code and release management. (5 years)
Architect experience for new application architecture or technology evaluations. (5 years)
Experience implementing application architecture, design, and development standards to developers including processes, documentation, and technical direction. (4 years)
Experience researching, testing, evaluating, and implementing solutions to meet business needs. (12+ years)
Ability to work independently utilizing critical thinking and discretionary decision-making skill sets.
Experience applying Object Oriented Design.
Application development experience in .Net MVC and/or .Net Core framework, including C#, VB.NET, CSS, Javascript, Angular and Bootstrap. (12+ years)
Experience applying Standard Security methods to custom applications. Use of Okta would be a plus.
Experience creating and testing API's and web services.
Experience developing applications with Oracle/SQL Server backend databases including experience writing stored procedures and SQL. (12+ years)
Experience following coding standards and best practices.
Experience with Mobile App development and support. (3 years)
Experience with testing strategies and tasks such as identifying test scenarios, test data setup, execution, and documenting test results, etc.
Experience utilizing the Systems Development Lifecycle (SDLC).
Experience resolving technical issues through debugging, research, and investigation.
Experience following Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance.
Excellent written and verbal communication skills including describing technical items to nontechnical staff.
Collaborates with others and is a team player to ensure project success and DNR business needs are met.
Additional skillsets that would be helpful working withing DNR:

Experience and knowledge of GIS technologies, specifically those from ESRI as DNR has a high GIS dependency where integrations may be necessary.
Project Management training and/or experience
Experience documenting processes and technical documentation.
Experience working in Government or Natural Resources.

DNR has a large number of .Net custom applications and very high usage of GIS applications interfacing with other state agencies, other states, partners and the federal government. This includes Web Applications, API's, Mobile, Batch, GIS custom applications and reporting technologies:
ASP.Net, .Net framework, MVC, Angular, C#, Java/Websphere, SSRS, GIS (ArcGlS, Portal AGOL, VertiGlS,etc. ), Oracle, Javascript, Bootstrap, SharePoint, SFTP, Visual Studio, Azure DevOps in the cloud, Batch and Web Applications
