Job Description
Salary: $65k-75k

Job Purpose

The Junior Contracts Management Analyst for the Program Executive Office for Integrated Warfare Systems (PEO IWS) assist the government to draft procurement-related documents in accordance with the Federal Acquisition Regulations and associated supplements and DOD 5000 series requirements.  Aid to clients on queries related to overall finance operations, perform purchase order creation and changes.   They also provide support to suppliers onboarding and account issues. Provide invoice support. Studying the details of and implications of contract agreements, ensuring that the terms comply with legal regulations, and assessing the potential risks involved. They review contract terms and conditions before signing and negotiating favorable terms with other parties on behalf of their employer, analyzing each clause to understand the legal implications and drafting contracts. To review contracts to make sure that the terms are clear and equitable. They also draft contractual provisions and amendments to contracts when appropriate. Reviewing incoming and outgoing contracts for accuracy.

 

Duties and Responsibilities

  • Analyzes files to ensure all documentation has been provided, ensure funds are available to proceed with the closeout, prepares and negotiates final settlement, handles final payment, or collects outstanding overpayment.
  • Reviewing contracts to prevent potential disputes and financial risks.
  • Analyzing contract clauses, stipulations, obligations, and liabilities.
  • Recommending and drafting contract provisions and amendments.
  • Reviewing supplier contract terms and conditions.
  • Negotiating contract terms, payment structures, and reimbursement with other parties.
  • Ensuring that contract terms comply with legal requirements and policies.
  • Review incoming and outgoing contracts for accuracy.
  • Advising internal departments on innovative and cost-effective ways to comply with contractual obligations.
  • Documenting processes and maintaining files.
  • Keeping informed of amendments to contract law.
  • Analyzes contracts and de-obligates or expenses.
  • Creates disposition instructions for signature and prepares final documentation.
  • Conducts property audits and analyzes property statements.
  • Discuss the scope of the contract with management and Communicates contract terms to administration.
  • Contact vendors to describe company needs.
  • Resolve contractual disputes or issues.
  • Coordinate Industry Days.
  • Develop Requirements documents, to include Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line-Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government.
  • Provide administrative source selection support.
  • Administer contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions, and tracking obligations/expenditures, and deliverables.


Required  Skills and Qualifications

  • Bachelor’s degree in business finance, or accounting.
  • 0-3 years’ experience within a similar role
  • Experience with using Navy Financial Systems such as Surveillance Plan Monitoring (SPM), Standard Procurement System (SPS), Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), Computer Optimized Batch Reconciliation Application (COBRA), Electronic Data warehouse (EDW) and NAVSEA enterprise Planning Systems (NEPS).
  • Proven experience as a Contract Analyst or similar role
  • Excellent knowledge of corporate law and contract management
  • Experience in contract drafting and negotiation.
  • A great team player who is willing to support the team as required.
  • Brilliant communication skills with the ability to develop meaningful relationships with teams.
  • Ability to perform under pressure with a keen eye for detail.
  • Excellent computer skills.
