JOB DESCRIPTION

Job Title: Eligibility Supervisor

Department: Employment & Training Services Department (ETSD)

Reports To: Eligibility Manager

Supervises: Eligibility Technicians I/II/III

FLSA Status: Exempt

Pay Grade: E4

Job Type: Regular, Full-Time

General Functions:

The Eligibility Supervisor is responsible for program operations of Tribal TANF Eligibility, Bureau of Indian Affairs General Assistance (GA) Eligibility, and Employment Services (ES) Eligibility. The Eligibility Supervisor monitors compliance with program regulations and ensures direct services are provided to eligible participants accessing Tribal TANF, GA and ES. Direct services include, but are not limited to, providing participants with information, referrals, and eligibility determinations for financial assistance. The Eligibility Supervisor is responsible for ensuring the accuracy of billings and disbursements, tracking funds, and issuing accurate and timely monthly, quarterly and annual reports.

Duties and Responsibilities, including but not limited to:

  • Become proficient with the PL 102-477, BIA GA and Tribal TANF program policies, regulations, and their applications.
  • Become proficient with the CITC Database, State of Alaska EIS System, and other Interfaces
  • Responsible for CITC staff obtaining appropriate database accounts (EIS, CSSD, DOL, Ingens), training for access and be the main point of contact with the database administrators.
  • Be the main point of contact with KeyBank for TANF participant accounts and debit cards. This will include requesting replacement cards, contacting KeyBank, and communicating with participants on issues/questions.
  • Meet monthly ETSD goals and objectives.
  • Hire, supervise and evaluate Eligibility Technicians I/II/III.
  • Work as a team on participants’ services with the Intensive Case Managers, Job Coaches, Alaska’s People, Supervisors and Managers.
  • Provide training for the Eligibility Technicians.
  • Maintain accurate and complete program and participant e-files.
  • Perform accurate and timely e-filing, data collection, and data entry.
  • Process and respond timely to all participant grievances and appeals related to eligibility staff or eligibility determinations.
  • Collaborate with staff to facilitate an integrated service delivery system within ETSD.
  • Function as a resource and source of knowledge for staff regarding the application and limitations of EIS, 477 databases, all program/subprogram rules, regulations, policies and procedures.
  • Interpret and clarify policy and program changes for Eligibility Technicians.
  • Responsible for the development and implementation of ongoing refresher trainings for new and current Eligibility Technicians utilizing program policies, regulations, and plans.
  • Perform quality assurance/internal quality control activities, such as, reviewing reports to determine timely application processing, caseloads, alerts and other reports for accuracy of service delivery.
  • Review eligibility case files in order to identify any errors made in eligibility determinations or cash assistance authorizations.
  • Assign caseloads to Eligibility Technicians I/II/III.
  • Prepare related reports, including but not limited to, reports with recommendations for training and methods to improve case accuracy.
  • Communicate with other service providers or agencies in order to advocate on behalf of participants who report difficulties accessing services.
  • Analyze issues and procedures to identify trends in service delivery, and develop recommendations for program improvement.
  • Assist in the development and revision of policies and procedures.
  • Participate in staff meetings and training sessions, and represent CITC Employment and Training Services Department in meetings, conferences, and public gatherings on site as requested.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Performs all other related duties as needed and assigned.

  • Extensive knowledge of other eligibility-based programs such as General Assistance, Food Stamps, Adult Public Assistance and Medicaid.
  • Demonstrated ability to work independently with minimal supervision as well as work in a team environment.
  • Excellent time management, prioritizing and organization skills.

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

Minimum Qualifications:

  • Bachelor of Arts or Sciences in Social Work, Psychology or Counseling; year-for-year directly related experience may be substituted for degree requirement.
  • Minimum two (2) years’ of increasingly responsible management experience in a non-profit social service setting.
  • Minimum one (1) years’ experience in personnel management.
  • Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.

Preferred Qualifications:

  • Experience working with Alaska Native and American Indian families and an understanding of the social and cultural needs of the Native community.
  • Minimum one (1) years’ experience in eligibility or management in Temporary Assistance to Needy Families program.
