Department: Program and Property Services

Reports To: Director, Program and Property Services

Summary

This position will provide supportive services relative to job development trainings to create neighborhood stabilization and sustainable communities. The services provided by the Job Development and Placement Program include business etiquette, public speaking and employability skills such as resume writing, job application processes, interviewing skills and other job readiness services. This position will create job opportunities and assist suitable candidates with career paths/employment. Work as an interface or a mediator between the employers and the job seekers and know the interests and requirements of the job seekers and assist with the entire employment process.

Essential Job Functions

  • Learn and adhere to Tampa Housing Authority’s Policies and Procedures, the HUD operating guidelines relating to employment services, and special projects. Be knowledgeable of policies and procedures pertaining to human resource management and recruitment procedures. Develop, promote and coordinate all employment activities for persons 16 years and older in coordination with the Department of Program and Property Services goals and objectives.
  • Job Development Services – Develop and coordinate career counseling and planning, employability skills training, work place essentials, resume preparation, interview and job search techniques utilizing Internet usage, motivational activities, dress for success, customer service skills, basic computer training, employability workshops, and other associated employment services for adults and youth residents seeking employment. Establish an employer data base and assist qualified residents with job opportunities towards a path of attainment based upon their skills, interests and needs.
  • Responsible for conducting the appropriate pre-employment screenings and job skills assessments for suitable candidates that meet the job qualifications
  • Facilitate weekly work readiness and employment groups
  • Plan and organize job search skills workshop utilizing the Internet, including interviewing, resume preparation and other employment activities; organize career exploration and motivation activities
  • Coordinate job preparation process before going on interviews, i.e., transportation, dress, documents, etc., and conduct follow-up assessments with participant and interviewer
  • Meet with residents at regular intervals to assess their job and career goals, or immediate/ changing needs
  • Market the PPS programs to potential employers by developing and making presentations about programs and its support systems
  • Develop a data base of current employers ranging in skill level, and industry for suitability of employment placements that suit the resident’s needs, skills and interest
  • Work with employed residents on employment advancements, leaving a position and increasing skills opportunities
  • Maintain a PPS Record Maintenance System of case notes and follow-up data on all participants for job retention and additional job training, if needed
  • Advise residents of career opportunities requiring certified licensures, state examinations, board certifications, job skill proficiencies, computer skills requirements, etc
  • Document placements, internships, raises and etc., into your monthly report into their files
  • Develop marketing materials of job development services for distribution to residents
  • Provide monthly report for THA Board Report
  • Create an Employer Advisory Committee to review program curricula, assist with interviews and placement and marketing
  • Maintain a continuum of care for residents, in conjunction with THA grant funds programs, community providers and State of Florida, Workforce Alliance
  • Supportive Services – Maintain all functions associated with providing supportive services to adults and youth, that are referred from other PPS case management staff. This will include coordinating the distribution of informational materials pertaining to job development services and program services, family counseling and treatment to all individuals that receives job development services.
  • Marketing and Outreach Activities – Assist with the development and implementation of the marketing campaign outlining program and supportive services to adults and youth. This will entail establishing a rapport with THA grant partners for receiving their supportive services.
  • Recruitment Efforts – Assist with the development and implementation of recruitment strategies, which will specifically target adults and youth. Engage program participants through workshops, meetings, advertisements, direct mail and other marketing campaigns for participation.
  • Workshops and Seminars – Assist with the development and coordination of workshops/seminars and health/social service fairs involving adults and youth to forge linkages to THA grant partners.
  • Maintain case management requirements in accordance with the governing entity through case management services, home visits, and any scheduled audits in accordance with THA grantors.
  • Network and coordinate activities with a wide variety of area providers and community resources.
  • Participate in the special events planning and implementation of service fairs and special projects.
  • Other duties as assigned by the Supervisor

Knowledge, Skills, and Abilities

  • Knowledge of the principles and practices of job development
  • Knowledge of principles and practices of career counseling and planning
  • Knowledge of career pathways for persons 18 years and older
  • Knowledge of human service, health, court, and criminal justice systems’ program, regulations, and procedures
  • Knowledge of a wide range of issues, people, and institutions.
  • Knowledge of basic office equipment, including computer, scan/fax, telephone, copier, etc.
  • Knowledge of the organizations and agencies in the area that provide services utilized by residents
  • Ability to counsel with low income adults and youth regarding self-sufficiency, planning, follow-through
  • Ability to understand and follow oral and written instructions
  • Ability to read, understand, and apply THA organizational rules, policies, procedures, and instructions; as well as HUD regulations, policies, and procedures
  • Ability to communicate orally and in writing, interpersonal and problem solving skills, English and effective communications
  • Ability to organize and present workshops and training sessions addressing adults and youth employment and finance issues/needs
  • Ability to accurately analyze progress toward achieving goals and motivate continued progress
  • Ability to establish and maintain effective working relationships with the public, residents, and other employees
  • Ability to establish and maintain a network of contacts to assist in providing services to residents
  • Ability to interact with residents and agencies in obtaining and providing information in a polite and efficient manner, both in person, and on the telephone
  • Ability to maintain confidential records in accordance with professional and agency standards and state law
  • Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines
  • Skilled in analyzing situations in order to identify problems and offer possible solutions
  • Skill in communicating orally with clients and agencies in order to obtain and provide information

Minimum Qualifications

  • Requires a Bachelor’s Degree in Human Resources, Social Sciences, psychology, education, business administration, or closely related major.
  • Requires two (2) years of experience in human resources, job development services, human services, social work or closely related field; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Requires Level II Background Clearance.

Other: Valid Florida Driver’s License Insurable under the agency’s insurance policy
