ARPA Funds Manager

Salary - $80,000.00 - $100,000.00

FLSA Status: Exempt

SUPERVISION

Supervision Received: Reports the Mayor

Supervision Given: May supervise staff

Note: This is not a long-term position as it will not continue past December 31, 2026, but could have an earlier end date.

DESCRIPTION

The American Rescue Plan Act (ARPA) Funds Manager will oversee the disbursement, reconciliation, and accounting of all funds received by the City of Pontiac via the American Rescue Plan Act and ensure that relief aid is used effectively. The ARPA Funds Manager will oversee the selection, design, implementation, and evaluation of programs and projects funded by ARPA and ensure that initiatives meet intended purpose. The ARPA Funds Manager will be required to remain apprised of all regulations associated with usage of recovery funds and will ensure that the city is in compliance with federal reporting requirements.

ESSENTIAL FUNCTIONS

  • Lead the development of a multi-year spending plan for use of ARPA relief funding received by the City.
  • Work in coordination with the finance team and department heads to identify appropriate programs or projects that could be initiated or expanded through use of ARAP funding.
  • Monitor guidelines associated with use of municipal relief funding and coordinate with state and federal agencies to obtain information on allowable usage of funding as needed.
  • Engage community stakeholders in process of the distribution of ARPA funds and facilitate public input to assess community needs that can be addressed through relief funding.
  • Prepare reports and make presentations to the Mayor and City Council relative to planned use of relief funding.
  • Work in coordination with finance team to oversee documentation, accounting and reconciliation of all ARPA funds and provide technical assistance and training to department heads and other City employees on documentation process.
  • Work in coordination with appropriate City staff to implement ARPA-funded projects and programs, including assisting in the development of RFPs as needed and ensure that projects adhere to set budgets and remain consistent with all relevant guidelines.
  • Develop and implement a monitoring system to ensure that ARPA-funded initiatives have intended impact.
  • Ensures invoices are in compliance with appropriate contracts, guidelines and regulations, Reviews invoices for billing accuracy and for the reconciliation of unbilled balances.
  • Ensures proper documentation and placement of program budgets.
  • Acts as liaison to stakeholders and other City agencies to ensure proper tracking and spending of ARPA finances.
  • Develops, implements, monitors, and ensures compliance of financial and operational performance measures.
  • Prepares monthly, quarterly, and ad-hoc financial analyses and reports to maintain expenditure control; Provides information to relevant leadership as requested.
  • Prepares, provides, and responds to requests and inquiries regarding financial, expenditure, revenue/fund status, appropriation transfers, and variance reports to management to enable. financial and budgetary monitoring and control; Compiles information to fit various audiences
  • Summarizes budgets, submits recommendations, and prepares reports for the approval or disapproval of Notice of Funding Availability, Request for Proposal, or Amendment applications or requests
  • Develops cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs and explore alternative financing or procurement methods.
  • Prepares program closeout reports as assigned, in collaboration with relevant City agencies
  • Performs special projects and other duties as assigned to ensure efficient, effective and compliant management of ARPA funds
  • Serve as point of contact for public inquiries associated with ARPA funding and serve as a representative of the City of Pontiac in public settings to provide updates on ARPA funding.

QUALIFICATIONS

  • Bachelor’s degree in public administration, public policy, planning, finance, or a similar field, and two (2) years of experience; or equivalent combination of education and experience.
  • At least 1 year of professional experience in reviewing, analyzing, developing, and monitoring government grant programs, including analysis of and reporting on management and programmatic issues having budgetary implications
  • Demonstrated experience in collaborative project management role in public, private, or non-profit sector setting.
  • Experience with federal grant compliance (2 CFR 200) is highly desirable.
  • Demonstrated proficiency with integrated word processing and spreadsheet functions.

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
