Contract Specialist II Overview This position is contingent upon Federal Sherpa being awarded the contract to provide service Professional Acquistion Support Services (PASS) to the Department of Veterans Affairs with employment to begin mid to late summer 2022. As a member of the Federal Sherpa team, you will be responsible for providing support to the U.S. Department of Veterans Affair to assist Medical Sharing, Prosthetics, Services and Supplies, Leasing and/or Construction team(s). Services to be performed include, but are not limited to providing acquisition support to the Service Area East, Network Contracting Office (NCO) Were looking for a skilled Contact Specialist. The position will include diverse and various acquisitions support responsibilities in support of Network Contracting Office (NCO). The Contractor shall perform all acquisitions functions in accordance with the Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies. The Contractor shall perform all pre-award procurement functions including, but not necessarily limited to, market research/analysis to determine availability of the requirement; preparing contractual documents such as solicitations, awards, and related documentation using the Electronic Contract Management System (eCMS); coordinating with requiring activities, industry, and other stakeholders; and completing contractual files. The Contractor shall perform most post-award procurement functions with the exception of (including ordering changes in contract performance or contract quantities, taking action based on evaluations of contractor performance, and accepting or rejecting contractor products or services). General IT Systems utilized for these positions: o EIS (Enterprise Information System) o Microsoft Word o Microsoft Excel o Microsoft Outlook o Microsoft PowerPoint o Adobe Acrobat o Internet Explorer o eCMS o FEDBiz Ops o CPARS/PPIRS oEPLS o SAM o GSA eBuy Working Environment: The working environment is indoors in a government office with a minimum standard of business casual dress. Picture identification card will be issued at the start of contract services for security access to Government facility and shall be returned immediately upon expiration or termination of requested services. Work environment is indoors in a Government office setting, using conventional office equipment and associated supplies provided by the Government (desk, filing cabinets, telephone, facsimile, PC computer system, intercom system, photocopier, paper, pens, pencils, staples etc.). Note: depending on the availability and need, equipment and supplies may vary in type, kind and quantity. Physical requirements are primarily sedentary, working while seated, however, individual(s) may periodically be required to bend, lift and deposit documents, files and small quantities of office supplies (paper, etc.) in the routine course of daily duties. Minimum Requirements - Contract Specialist II: Shall possess all of the demonstrated experience and knowledge requirements delineated below, as verified by a signed and dated resume by the individual and a corporate executive. Experience shall demonstrate abilities to support acquisitions above or below the simplified acquisition threshold. Experience Requirements: The Contract Specialist II shall have a minimum of four (4) years of experience in conducting comprehensive acquisition support activities with a working knowledge of Federal Acquisition Regulation (FAR) as described in this SOW. Minimum Education: At least 24 semester hours among accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management or a FAC-C or DAWIA Level II in Contracting Certification. Ability to conduct comprehensive research and analysis of technical and cost data. Ability to read and interpret acquisition policy, regulations, and directives. Ability to provide clear leadership, technical direction, and guidance to all lower level acquisition personnel.
