CobbFendley is seeking a Project Manager in our Fort Worth, Texas office.

The successful candidates most important qualifications include:
  • Must have a minimum of 1-3 years' experience with civil engineering and an interest in utility coordination/engineering.
  • High School Diploma or GED required.
  • Experience with TxDOT ROW and Utility policies/procedures.
  • Proficient in Excel, Word, and PDF; experience with SmartSheets, a plus.
  • Ability to read and interpret applicable plans, schematics, blueprints, and maps.
  • Strong Communication and organizational skills and attention to detail.
  • Experience in the Central Texas area, a plus.
  • Motivation to work in a dynamic environment with strict deadlines.

Essential Functions:
  • Provides Utility Coordination and Oversight services for projects to CobbFendley clients.
  • Schedules and attends Utility Meetings, Public Utility Meetings, One-to-One Utility Meetings, TxDOT / Municipality coordination meetings.
  • Prepares Utility Agreement Assembly packages.
  • Reviews plans and estimates to evaluate compliance with guidelines, rules, and regulations.
  • Assists with determining eligibility and betterment ratios.
  • Prepares documents required by 23 CFR Section 645.
  • Conducts meetings with individual utility companies and on-site field visits, working with major utility companies such as AT&T, Verizon, Austin Energy, PEC, Atmos, Texas Gas Service, Spectrum, Lumen, Austin Water Utility, Atmos, Oncor Electric Delivery, Spectrum, CenturyLink, various pipeline companies, as well as state agencies and municipalities.
  • Reviews and/or processes utility estimates and/or budgets.
  • Assist in training CobbFendley staff on all aspects of TxDOT’s Utility Cooperative Management Process.
  • Familiarity with the TxDOT ROW Utility Manual and Texas Administrative Code Utility Accommodation Rules, knowledge of principles of utility coordination and associated terminology.
  • Interfaces with clients to ensure excellent service and explores opportunities for additional assignments.
  • Travel to CobbFendley offices and project locations as needed.
  • Travel to existing and potential clients’ offices throughout CobbFendley market area as needed.
  • Represent CobbFendley at client meetings and performing client coordination.
  • This is a non-supervisory position; however, may assign, review, and monitor the work of team members.
  • Apply technical expertise and be able to work with a project team on conventional and unconventional projects.
  • Perform independent research and delegate changing priorities.
  • Work in a collaborative team environment and perform self QA/QC of work.
  • Adhere to CobbFendley’s safety standards to uphold a safe and efficient environment.
  • Maintain a professional attitude and fulfill responsibilities with integrity.
Physical Requirements:

Sitting and/or standing for extended periods of time.

Mobility within the office including movement between floors and workstations. Repeated motions (e.g., typing, reaching, bending, lifting, and carrying).

Communication with other employees and clients.

Environmental Factors:

Most work is performed in a professional office environment. Some trips to client offices and job sites for observations will be required.

Job site observations factors could include: walking and climbing on uneven surfaces, exposure to outdoor environments and extreme weather (heat and freezing temperatures), noise exposure, driving for extended periods of time, exposure to allergens (e.g., pollen, dust, cedar, sumac, poison ivy), exposure to construction and traffic work zones, possible hand and power tool use, and extended periods of Personal Protective Equipment use.

Extended use of electronic devices (e.g., computers, printers, copiers, scanners, plotters, and telephones).

Use of cutting tools and equipment (e.g., plotting equipment, rotary paper cutter).

Expected hours of work:

This is a full-time position. Days and hours of work are Monday through Friday, 7:30 AM to 4:30 PM.

Some travel may be required.

The Utility Coordinator will work both independently and with a team on multiple projects across Central Texas.
