PURPOSE

The role of the Project Manager is to increase affordable rental housing within CHIP’s service area. The Project Manager will oversee the on-site management of development projects. Identify and develop projects for CHIP to significantly expand our portfolio.

  • The ability and desire to prioritize and manage multiple tasks on time and within budget.
  • The Project Manager should have knowledge and experience with real estate financing, construction management, and development.
  • You have experience securing grant/loan funding.
  • The Project Manager will have the ability to cultivate successful relationships/partnerships with lenders, consultants, local governments, other professionals, CHIP staff, and the general community to produce rental projects that reflect CHIP’s values.

A Qualified Candidate Will Be Able to Perform the Following Tasks

  • Coordinate land development and rehabilitation activities with architects, engineers, surveyors, contractors, subcontractors, city/county staff, lenders, equity investors, escrow officers, consultants, financial consultants, attorneys, other professionals, and other CHIP staff, as necessary, to complete projects.
  • Work with the Director of Rental Housing Development in project development. This includes, but is not limited to:
  • Develop market analysis for targeted areas, as necessary.
  • Identify sites, analyze feasibility, and negotiate acquisition of properties.
  • Develop pro‑forma financial statements to analyze feasibility.Assist with the preparation of necessary funding applications.
  • Select development team members appropriate for each project.
  • Coordinate with professionals (architect, engineer, contractor, etc.) during pre-construction and construction periods.
  • Coordinate with CHIP’s property management, resident services, and asset management staff during pre-construction, construction, and post-construction to obtain input and develop resources, as necessary.

On-Location Physical Presence Requirements for Hybrid (Onsite and Remote) Employees

  • To perform all the duties of this job, at various times the person holding this position will be required to be physically on-site within CHIP’s service region (Butte, Glenn, Tehama, Shasta, Colusa, Sutter, and Yuba counties) for work-related activities as detailed in this job description.
  • This position is eligible for hybrid work, a combination of working in the main office and working remotely, so long as the person primarily resides within CHIP’s service area.
  • The person who holds this position agrees to CHIP’s travel policy.
