Job Description: TITLE: Psychologist 2 OR Associate Psychologist SALARY: $87,556 - $109,854 OTHER: *Please note, the posted Hiring Salary includes the sum of the statutory hiring rate for ASU Grade 23 ($84,156), along with any special salary treatments in effect for this position in this location, such as a Downstate Adjustment* ($3,400). The posted maximum salary (Job Rate of $106,454) includes the previously Downstate Adjustment. LOCATION: Hudson Valley DDSOO Rockland Team 3 (Eldorado IRA, Freund IRA, Jeremy IRA, Northbrook IRA, Pearl River IRA, South Blvd IRA, South Nyack IRA and Svahn IRA). Base: HVDDSO 11 Wilbur Rd. Thiells NY 10984 SHIFT/PASS DAYS: Mon-Fri 8:00 am – 4:30 pm, Saturday/Sunday pass days POSITION DESCRIPTION: This position is for a residential psychologist who will provide essential psychological services provided to individuals and ensuring adherence to regulatory guidance. The Psychologist 2 will provide individualized services to people who may have challenging behavioral and forensic profiles within a community residential setting. This psychologist will also assist with implementation of Central Office initiatives including PROMOTE integration/modeling, as well as discipline specific projects, including assisting with transition to electronic health records, participation in relevant committees and other related duties. PRIMARY DUTIES AND RESPONSIBILITIES: • The psychologist will conduct functional behavioral assessments and develop, implement and monitor behavior support plans for individuals with challenging behaviors associated with Intellectual Disability/Developmental Disability and psychiatric diagnoses; collect data and summarize for psychiatric consults; complete psychological evaluations as needed, and utilize electronic health record for documentation and central location for plans and assessments. • Complete assessments, as needed, including risk assessments, high risk behavior support plans, intelligence testing and measures of adaptive behavior. • Participate as a member of an interdisciplinary team and attend meetings for individual service plans, case reviews, and residential habilitation. • Develop and present individuals’ cases to review committees which include: HRC, ICC, and LRMC for approval. • Participate as a member of the Psychology Department, which includes attending monthly meetings and performing special assignments as directed. • The Psychologist will provide individualized services to people who may have challenging behavioral and forensic profiles within a community residential setting. • The Psychologist may provide services through the Article 16 Clinic. • This Psychologist will also assist with implementation of Central Office initiatives including PROMOTE integration/modeling, as well as discipline specific projects, participation in relevant committees and other related duties. MINIMUM QUALIFICATIONS: For Psychologist 2 - A master’s degree in psychology and three years of supervised, post-degree psychology experience in a clinical, forensic, community mental health, or school setting. Candidates may be reachable for appointment from the current Civil Service eligible list; OR Transfer Opportunity: Candidates must have one year of permanent service as a Psychologist 2 or in a title deemed appropriate for transfer via Section 70.1 of the Civil Service Law within two salary grades of the grade 23 level. OR Provisional Opportunity: In the event that there is not a valid eligible list, candidates who meet the following promotion or open competitive qualifications may be qualified for a provisional appointment. Promotion: Candidates must have one year of permanent service as a Psychologist 1. OR Open competitive: Candidates must have a master of psychology degree from a regionally accredited college or university which prepares graduates for master’s level psychologist positions in clinical, forensic, or community mental health settings; AND the degree program must have included a clinical psychology practicum, externship, or clinical fieldwork*; AND two years of supervised post master’s degree psychology experience.** Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). * A Master of Psychology degree from a regionally accredited college or university psychology degree program which prepares graduates for clinical positions in the field of psychology in a clinical, forensic, community mental health, or school setting. Qualifying degree programs must have included coursework in psychological and behavioral assessment, and treatment modalities for psychological and behavioral disorders; AND you must also have three years of supervised post master's degree experience in a clinical, forensic, community mental health, or school setting, where your primary duties were providing psychological services as described below. * Substitutions: • a doctoral degree in a clinical field of psychology and one year of qualifying experience may be substituted for both the education and experience requirements above. • a clinical psychology practicum, externship, or fieldwork assignment, that was completed as part of a qualifying Master of Psychology degree program, may be substituted for one year of the required experience. ** • a certificate of advanced study in a clinical field of psychology or school psychology may be substituted for one year of the required experience. Qualifying degree programs/majors include but are not limited to the following: clinical psychology, clinical forensic psychology, community psychology, counseling psychology, school psychology, and child psychology. Non-qualifying degree programs/majors include but are not limited to the following: education, counseling, clinical counseling, clinical hypnosis, community counseling, educational counseling, forensic counseling, guidance counseling, human relations, marriage and family counseling, professional counseling, rehabilitative counseling, school counseling, student and personnel services, mental health counseling, psychological counseling, pastoral psychology, transpersonal psychology, neuroscience, experimental psychology, industrial psychology, and organizational psychology. *Qualifying experience is considered to be direct experience with individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program, under the supervision of a doctoral level psychologist, licensed psychologist, licensed physician, licensed psychiatrist, psychiatric nurse practitioner, or licensed clinical social worker (Or in the case of school psychologists with permanent certification from the New York State Education Department, working under the supervision of a school principal or similar administrator). In order for experience to be considered qualifying, primary duties must have included activities such as administering assessments and tests for diagnostic psychological evaluations or completing functional behavior assessments; developing behavior support plans or writing psychological treatment plans; and/or providing psychological counseling and treatment in one or more of the following areas: mental and/or emotional disorders, cognitive disorders, behavioral disorders, intellectual disabilities, developmental disabilities, alcoholism, addictions, substance abuse disorders, sex offender assessment and treatment, or forensic mental health. Non-qualifying experience include but are not limited to experience in experimental psychology, research psychology, industrial psychology, organizational psychology, health psychology, utilization review, guidance counseling, pastoral counseling, or as a habilitation specialist, or instructor of psychology. **A practicum, externship, or clinical fieldwork assignment is defined as a direct clinical experience providing psychological services in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program; and must have been a component of a qualifying master of psychology degree program listed on the official transcript. For Associate Psychologist - You must meet the requirements below to qualify for this title. Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer. In addition, you must have a doctoral degree in a field of psychology. Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). * Earned doctoral degree in a field of psychology, AND EITHER a one-year, full-time pre-doctoral clinical internship OR one year of psychology experience in a clinical setting, under the supervision of a licensed psychologist. You must demonstrate on your application how you meet this qualification. Non-qualifying degrees include, but are not limited to the following: education, educational psychology, educational counseling, guidance counseling, experimental psychology, industrial psychology, organizational psychology, student and personnel services, mental health counseling, human relations, etc. Psychology experience in a clinical setting is considered to be any direct care experience with individuals, families, or groups in a hospital, clinic, private practice, or correctional setting under the supervision of a Licensed Psychologist. Qualifying experience must primarily include performing psychological evaluations or assessment tests, psychological diagnostic testing, developing psychological treatment plans, providing psychological counseling and treatment in one or more of the following areas: mental and/or emotional disorders, intellectually disabled, developmental disabilities, alcoholism, addictions, sex offender assessment and treatment, or forensic mental health. The following experience is NOT considered qualifying: experience in administration, administrative services, administrative oversight, training, special education, behavior specialist, habilitation specialist, project management, research, or primarily supervisory experience. Other non-qualifying experience including, but is no limited to, experience in experimental psychology, research psychology, industrial psychology, organizational psychology, utilization review, guidance counseling, etc. ADDITIONAL COMMENTS: In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or federally assisted program), you may be terminated from your employment. If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicaid and Medicare, you may be terminated from your employment.
