Bayview Hunters Point Foundation has been at the heart of social justice for over 50 years, providing support services for predominantly low-income people of color in the Bayview and throughout San Francisco.


Our mission is to build a community that is empowered, clean, safe, and healthy. We are focused on multidisciplinary, community-informed support for our clients, addressing the root causes of unemployment and homelessness, and advocating for the basic human rights of food, health, economic and housing security.


Today, BVHPF’s nearly 200 employees serve over 5,000 disadvantaged clients each year. Our programs include:

  • Mental health counseling for youth and adults
  • School-based mental health services
  • Substance abuse counseling and methadone treatment
  • Family transitional and supportive housing
  • Rapid rehousing and flex pool housing programs
  • Case management services at several homeless and housing programs
  • Bayview SAFE Navigation Center

Position Overview:

The Behavioral Health Quality Assurance Manager (QA Manager) is responsible for overseeing and implementing quality assurance processes within the behavioral health clinic. QA Manager may also provide back-up duties for the Homelessness/Housing/Residential departments as needed. The manager will ensure that the organization adheres to all regulatory requirements, best practices, and quality standards in the provision of behavioral health services. This position reports to the Quality Assurance Manager and QA Director.


Responsibilities:

Quality Assurance: You would be responsible for ensuring that the clinic's behavioral health services meet established standards of quality and compliance. This involves developing and implementing quality assurance programs, policies, and procedures.


Monitoring and Evaluation: You would conduct regular audits and reviews of clinical documentation, treatment plans, and service delivery to ensure adherence to regulatory requirements and best practices. You may also track and analyze data related to patient outcomes and program effectiveness.


Compliance: You would stay up to date with relevant laws, regulations, and accreditation standards, such as those set by the state of California, the Department of Health Care Services, and other governing bodies. You would ensure that the clinic is in compliance with these standards and assist in any required reporting.


Training and Education: As part of a team, develop and deliver training programs to clinic staff on topics such as documentation practices, quality improvement, and compliance. You would also provide guidance and support to clinical staff regarding quality assurance processes and procedures.


Continuous Quality Improvement: You would identify areas for improvement and work collaboratively with clinic staff to implement changes that enhance the quality of behavioral health services. This may involve developing and monitoring quality improvement initiatives, conducting root cause analyses, and facilitating performance improvement projects.


Collaboration: You would work closely with clinic leadership, clinical staff, and other stakeholders to promote a culture of quality and safety. This may involve participating in meetings, committees, and other collaborative efforts aimed at improving the overall functioning of the clinic.


Required Duties:

  • Conduct regular audits and reviews of clinical documentation, treatment plans, and progress notes to ensure accuracy, completeness, and adherence to guidelines.
  • Collaborate with clinical staff to develop and implement quality improvement initiatives, including developing and monitoring performance metrics, identifying areas for improvement, and implementing corrective actions.
  • Coordinate and facilitate internal quality assurance meetings and committees to review clinical outcomes, identify trends, and develop strategies for improvement.
  • Develop and deliver training programs and educational materials to staff on quality assurance processes, documentation standards, and quality improvement methodologies.
  • Assist in the preparation and submission of reports to regulatory agencies, funders, and other stakeholders, as required.
  • Collaborate with external partners, such as accrediting bodies and quality improvement organizations, to ensure alignment with industry standards and participate in external audits or assessments, as needed.
  • Responsible for overseeing and reporting on Billing Information System entries for assigned programs/counties to program directors
  • Monitor Medi-Cal documentation of assigned programs.
  • Distribute necessary information to various departments within the agency and outside agencies.
  • Support Director of Compliance & QA in coordination with county departments to troubleshoot system errors or billing discrepancies.
  • Attend county provider meetings, training, and workshops and disseminate information on regulation changes.
  • Participate in preparation for a county or state audits.
  • Serve as liaison between programs and Quality Assurance to communicate changes to documentation guidelines.
  • Attend Quality Assurance management meetings.
  • Maintain and update agency documents and manuals.
  • Develop, customize, and maintain program-specific tracking tools using agency-wide templates.
  • Travel to various sites as needed.
  • Other duties as assigned.

Qualifications:

  • Bachelor's degree in a related field (e.g., psychology, social work, healthcare administration).
  • Master's degree preferred or 2 years’ experience may substitute for education.
  • Experience working in a behavioral health setting, preferably in a nonprofit organization.
  • Knowledge of regulatory requirements, accreditation standards, and best practices related to behavioral health services.
  • Strong understanding of quality assurance principles and methodologies.
  • Excellent analytical skills with the ability to interpret data and identify trends.
  • Detail-oriented with exceptional organizational and time management skills.
  • Effective communication and interpersonal skills, with the ability to collaborate and build relationships with diverse stakeholders.
  • Proficient in using relevant software applications and electronic health records

Additional Requirements:

  • At least two COVID-19 vaccinations (preferred)
  • Regular and reliable job attendance
  • Valid California’s Driver’s License (if duties require)
  • Effective verbal and written communication skills
  • Able to meet federal, state, and local standards following a comprehensive background screening
  • Exhibit respect and understanding of others to maintain professional relationships
  • Independent judgment in evaluation options to make sound decisions
  • An open office environment with the ability to work effectively surrounded by moderate noise
