Clinical Supervisor Position Description 

 

Open Arms Housing, Inc. (OAH) is a non-profit organization committed to providing permanent homes, with ongoing support, for women who have experienced chronic homelessness and may need or desire mental health support and services in Washington, D.C.  

 

OAH is currently seeking a full-time Clinical Supervisor to work with clients in the organization’s Permanent Supportive Housing Program (PSHP). The position requires an experienced Clinical Supervisor to work with women challenged by years of complex circumstances extending from homelessness, mental health and/or substance use disorders, physical health issues, and lack of social support systems that hinder everyday functioning.    

  

Position Overview 

The Clinical Supervisor, LICSW is a qualified practitioner responsible for conducting assessments and monitoring the progress of recipients. The Supervisor is precise, amicable, collaborative, and prides themselves in helping Open Arms Housing achieve its mission. The ideal candidate is committed to creating a safe and comfortable environment, tailored to meet individual needs and to promote housing stability.  

The Clinical Supervisor will be responsible for the clinical oversight and supervision of Case Managers and providing clinical services for on-site and scattered-site residents in the Permanent Supportive Housing Program (PSHP), as needed. The Clinical Supervisor monitors and manages the day to day activities of clinical operations organizing, scheduling and coordinating service delivery to the staff and clients. Review and monitor clinical documentation of case worker staff and works closely with management to improve continuum of care. The Clinical Supervisor manages, directs, and leads the treatment services, provides. clinical supervision, and direct clinical services based on client and organizational needs. The Supervisor must be able to manage staff to key performance indicators and understand key data, metrics, and agency budget/financials.  

 

Essential Responsibilities  

  • Exhibits leadership and team-building skills to promote a patient-accountable culture among the team, and across the organization; 
  • Serves as liaison with community providers, case managers, group homes, parents and interdepartmental services to facilitate the coordination of clinical services to the participants as they have chosen, including increase and improve participant involvement; 
  • Provides on-site and on-call support and assistance with crisis management as necessary; 
  • Provides Clinical contract compliance oversight to the PSH Program, including but not limited to:    
  • Completing initial Biopsychosocial Assessments for PSHP clients 
  • Reviewing and approving annual Biopsychosocial Re-Assessments for all PSHP clients; 
  • Oversees Training and Quality Assurance for the PSHP;   
  • Serves as agency point of contact for the PSHP in regards to clinical oversight and service delivery; 
  • Maintains and ensures compliance with regulations and guidelines issued by the District of Columbia Department of Human Services and Department of Behavioral Health; Medicaid Program and other applicable laws and regulations and professional standards; 
  • Attends scheduled meetings, e.g. weekly management meetings, monthly staff meetings, and monthly case management meetings, 
  • Collaborates with the PSHP Director and Senior Lead Case Manager in determining staffing needs, assigning caseloads to Case Managers, identifying staff training needs and coordinating training opportunities; 
  • Trains, supervises and evaluates the Case Mangers in conjunction with the PSHP Director and Senior Lead. Case Manager; 
  • Assists PSHP Director with audits, etc. to ensure compliance with quality standards and specifically monitors treatment plans, progress notes, education and management discharge summaries and plans; 
  • Assists with preparing the team for accreditation, licensure, certification and audits. 
  • Keeps current with trends and developments related to essential job competencies, and demonstrates continued growth; 
  • Ability to be flexible and maintain on call support as needed; specific definition of when on-call would be expected, ideally have a rotating schedule and can include Community Response Team (formerly Mobile Crisis) as a contact option  
  • Perform other related duties as assigned.    
  • Coordinate intake interviews and complete diagnostic screening tools to ensure the placement of clients in levels of care and phases of treatment.  
  •  Co-facilitate multi-disciplinary team meetings. Develop and maintain community outreach relationships for the purpose of expanding client services.  
  • Facilitate evidence based specialized groups with clients in various phases of treatment to meet client needs. Develop routine reports, internal and external, on management activities of clinic functions and respond to request addressing clinical activities and service delivery. 
  • Provides direct supervision to the PSHP Case Managers and MSW Intern by conducting clinical supervision technical assistance and guidance to counselors in managing their caseloads 
  • Evaluate and monitor CM’s performances to ensure evidence-based models are used to provide professional services to clients 
  • Monitor counselors’ delivery of core services in accordance with center policy and regulatory requirements 

 

Qualifications 

  • Master’s degree in Social Work. 
  • Must be a Licensed Independent Clinical Social Worker (LICSW) in the District of Columbia. 
  • 3 – 5 years of experience required working with marginalized adult women, women of color living with chronic homelessness, serious mental illness, trauma and/or substance use disorders  
  • Minimum 2 years of demonstrated experience providing clinical supervision to staff performing case management or care coordination services required. 
  • Demonstrated knowledge of housing, DC Coordinated Entry, mental health, and substance use disorders. 
  • Patient, creative, flexible, compassionate, and passion for working with women with complex needs.   
  • Ability to respond to crisis situations. 
  • Keen attention to detail, follow through and organization. 
  • Excellent organizational, communication, writing, and computer skills.  
  • Ability to work independently and part of a small team. 
  • Valid health certificate to meet current funding and state requirements. 

 

Salary and Benefits 

The Clinical Supervisor position is an exempt full-time position requiring 40 hours per week, with occasional late evenings and weekends. The starting compensation is $75,000 - $85,000, dependent on experience, with an annual salary adjustment (COLA). Benefits include vacation time, sick leave, and 100% employer-sponsored medical, dental, vision, life, and short-term disability insurance for employees.

Required to successfully pass a background check (local, FBI, and fingerprinting). Required to maintain a valid state-issued driver’s license with current driving record in good standing, and willingness to use personal vehicle to perform work related duties. 

 

Position may require the ability to provide physical support to clients with physical disabilities or clients who present challenging behaviors. Work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe work place practices with office equipment.
