Job Description

AZTEC is currently seeking resumes from a qualified Construction Monitoring Manager for a Battery Storage Project in San Diego, CA. The Construction Monitoring Manager is responsible for the on-site team observing the EPC contractor’s performance on behalf of the Owner. The main responsibilities consist in monitoring the construction process and reporting directly to the Owner regarding the execution and quality of the construction plan by the contractor.

Job Description:

This role will manage the on-site Construction Monitoring activities and provide the Owner’s project manager with a main point of contact for construction follow-up purposes on-site. The Construction Monitoring Manager will observe the construction planning. This role will ensure that the contractor complies with all local building codes and any other legal or regulatory requirements (labor, security, health, safety, and environment), and observes that all aspects of the EPC contract are being followed by the EPC Contractor. When delays or construction quality issues occur, the Construction Manager is the project’s first responder, rerouting to the Owner’s project manager and ready to propose the changes as required to move the project past the issue. The Construction Monitoring Manager position requires maintaining easy and frequent communication with the Owners, AZTEC’s Project’s Director and AZTEC’s Off-Site engineering support team.

The main tasks under the Construction Monitoring services are as follows:

  1. Construction progress monitoring and reporting
  2. Construction and materials logistics surveillance
  3. QA/QC monitoring during construction
  4. Commissioning supervision
  5. Monitoring all field aspects of the EPC contract obligations

Duties:

  • Supervision of the contractor to meet project and Budget-Schedule-Quality objectives. If deemed necessary, "change order" requests will be evaluated and informed to the Owner’s project manager. Once the contractor receives the Owner´s approval, the corresponding contract amendment with the contractor will be executed.
  • Maximizing resource efficiency through informing the Owner about needs in the procurement of labor, materials, and equipment.
  • Developing effective communications and mechanisms for resolving conflicts with the contractor.
  • Meeting with contractor daily to oversee the construction progress and solve issues, managing technical support form AZTEC’s off-site engineering team throughout the construction process.
  • Creating detailed construction supervision reports and informing the Owner’s project manager.
  • Prepare, maintain, and update bi-weekly Critical Path Method schedule containing all project activities, to provide Owner with comprehensive and current project status, critical path(s) to project completion, positive or negative float, and potential workaround alternatives.
  • Prepare, maintain, and update bi-weekly a log of all contractor-related costs incurred, contractual commitments (including pending and approved change orders), amounts invoiced and paid, current contractor budgets, trends, and expected cost at completion.
  • Prepare, maintain, and update bi-weekly tracking reports and tables to show in graphic form the status and quantity of work completed and remaining to be performed.
  • Verify contractor progress reporting including percentage completion, milestones completed, and work invoiced.
  • Attend meetings between the Owner and contractor, prepare the minutes for each meeting, and, after reviewing them with the Owner, have the Contractor approve them.
  • Provide weekly construction reports covering site conditions, weather, site workforce, work performed, Contractor equipment and materials On-site, and any work interferences, disruptions, or contractor non-performance.
  • Provide weekly project related status covering all project work performed during the reporting period, work scheduled during the next reporting period, project completion status, and open or anticipated issues, concerns, and corrective actions to be taken.
  • Establish fluid communication with EPC representatives for document sharing purposes and achieving EPC contract goals on a day-to-day basis.
  • Attend and document project meetings with all involved stakeholders.
  • Ensure that all project documentation is uploaded to the project document data base.

Job Qualifications (Education, Experience, and Skills):

  • Minimum of a bachelor's degree in construction management, Civil, Electrical, or Mechanical or related field. Master's degree is a plus.
  • Minimum 10 years experience in construction supervision/management experience.
  • Expert in Construction Monitoring or Construction Management in energy generation projects.
  • Experience with large-scale renewable energy projects and/or high voltage infrastructure is a plus.
  • Experience working with document control platforms ( Procore or similar).
  • Understanding of, and experience with all facets of construction contracts.

Working Conditions and Environment:

This position will require general supervision and will have to use independent judgment within established guidelines. Generally, uses advanced knowledge to analyze, interpret, or make deductions from varying facts or circumstances.

Will need the ability to establish rapport quickly with others working on the same project, and be able to promote a positive team environment. Working knowledge of dealing with a diverse population while using tact, diplomacy, and respect.
