Scope

The purpose of this position is to provide support to National Nuclear Security Administration (NNSA) Capital Projects for construction project management with the Savannah River Site (SRS). This support is in the form of Constructability Design Integration expertise specializing in management and leadership. This position will play a key role in providing input and recommendations based on sound constructability principles such as reviewing design documents, engineering specifications, purchase orders, subcontracts, inspection reports, delivery schedules, work sequencing, instruction manuals and other technical data to ensure project constructability issues are minimized where possible. In addition to using sound constructability principles, Subcontractor will use industry leading hardware and software technologies to achieve the constructability goals of the project. Work with other functional groups such as engineering, planning, procurement, and construction to review and recommend specific actions to facilitate constructability. The Subcontractor will be a leader and advocate for constructability principles and will work with auxiliary groups to teach constructability concepts, best practices, construction details and lessons learned.

Duties

Subcontractor duties include but is not limited to the following:

• Provide overall leadership and management of the CDI team. Provide EARLY input into the project planning, design, procurement, and field operations to achieve the optimum Total Installed Cost (TIC) of a project through use of construction knowledge, experience, and new technologies.

• Review design documents, specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals and technical data for constructability issues.

• Review vendor bids for constructability issues and to verify material and/or equipment are in conformance to specifications

• Coordinate with design office teams and other constructability team members to perform project team reviews and provide comments on design output.

• Integrate delivery dates and sequencing of design, procurement, construction and start-up to minimize overall schedule critical path duration.

• Provide early input on work sequencing to support development of the Path of Construction (sequence) and communicate the path to design and procurement.

• Provide design teams and other project groups with constructability concepts, best practices, construction details and lessons learned.

• Coordinate with ES&H to identify Safety requirements for incorporation in the design.

• Individual will be handling/reviewing SRPPF documents to support the construction process. They will be a member of the CM team for the SRPPF project reviewing technical project documents accessing Secret Restricted data on a daily basis.

Experience/Skills

• Knowledge and recent experience on DOE/DOD/NNSA, and/or commercial nuclear construction projects is preferred

• Experience in construction related design decisions and planning.

• Leadership of a group of technical specialists.

• Ability to read and comprehend construction drawings and specifications.

• Ability to provide constructive feedback and potential resolutions to identified issues and maintain a positive working relationship with project and design team members.

• Foster a work environment that promotes safety, quality, openness, trust, communication, teamwork, and customer satisfaction.

• Proficient knowledge and use of Microsoft Excel and the development of spreadsheets.

• Ability to identify problems or lack of progress against objectives and adjust as necessary.

• Ability to communicate effectively across all levels of management and business professionals regarding project requirements and project constructability.

Performance Schedule

A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.

Qualifications

An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
