Minimum Salary: $98,592.00  MidPoint Salary: $123,240  Maximum Salary: $147,888.00   

At the Port of Seattle, we anticipate making salary offers between the minimum and midpoint of the salary range. Offers will be based on experience similar to the Port job being applied for as well as a review of pay rates for Port employees performing similar work. Salary ranges are under review and subject to change.

 

Some of what you'll be doing:

As a Senior Planner, you will develop and lead advanced-level strategic and facility planning functions for the Port of Seattle’s Maritime Division. You will provide technical planning expertise and decision-making support and collaborate with diverse stakeholders, facilitating problem definition and alternative analysis to deliver an actionable scope for efficient and effective project delivery.

  • You will lead and perform advanced-level, multidisciplinary planning studies for site and facility-specific to large complex planning assignments.
  • You will manage a project team, scope development, conceptual design, gap analysis, financial and feasibility analysis, procurement and management of consulting resources,  market assessments, and other deliverables for evaluation by capital and expense project decision-makers, supporting the Maritime and Economic Development Divisions and executive-level Port staff.
  • You will initiate analytical processes while remaining current on industry trends, local and regional land-use, and environmental and decarbonization directives.
  • You will help shape facility planning needs in functional areas such as commercial fishing, cruise and cargo terminals, recreational boating, parks, waterfront, industrial land use, decarbonization, and economic development opportunities and forecasting.
  • You will leverage and champion the Port’s overall strategic goals in delivering planning team excellence to advance maritime industries through innovation, community outreach, strategic investment guidance, land use proposals, and master and strategic planning. 
  • As the Sr. Planner, you will work as part of a team independent from but supporting Maritime lines of business, often requiring an irregular approach to each planning project.
  • You will facilitate a dynamic range of stakeholder needs involving reconciling conflicting goals mixed with challenging regulatory compliance and maritime standards. 
  • You will maintain and develop essential Port relationships with the community, partner governments, NGOS, business groups, and local, regional, state, and federal agencies.
  • You will improve collaboration with regulatory agencies through outreach and education regarding maritime/industrial sector impacts and needs within the regional economy.
  • You will convene and lead ad hoc industry committees based on proposed initiatives and legislation.
  • You will advance and incorporate Environmental/Sustainability measures as an opportunity for innovation and long-term value creation in project development.
  • You will provide presentations to business leaders, the Port Commission, customers, and other stakeholders on critical planning projects.

Who you are:

  • Experienced – You have five (5) years of experience independently leading facility and integrative planning processes while facilitating multiple and diverse stakeholder groups and five (5) years of experience with a wide range of disciplines related to planning and project development analysis, and policy proficiency.
  • Educated – You possess a Bachelor’s degree in Urban Planning, Engineering, Business, Public Administration, or related field.

  • Knowledgeable – You have advanced knowledge of the philosophies, principles, practices, and techniques of planning. You have a diversified portfolio of senior-level planning processes to include project accountability, stakeholder identification and facilitation, milestone development, schedule and scope, conceptual and preliminary design, critical path methodology, and risk and alternative assessment; employing a holistic aptitude to synthesize planning strategies based on multidisciplinary input.
  • Communicative – You have highly effective interpersonal communication that exemplifies and models teamwork, facilitation, and capacity building initiatives as part of the Port’s Maritime Planning Department.
  • Multitasker – You can manage several projects or complex issues simultaneously, gathering relevant information to solve ill-defined planning problems, in an effective and timely manner. You will respond to urgent issues that emerge without notice.
  • Interpersonal & Team Player – You have strong interpersonal skills with the ability to facilitate in-person and provide meaningful and authentic virtual public participation opportunities to the community, senior-level management and decisionmakers, and elected/appointed officials. You can work independently and with others and collaborate with internal and external partners for the purpose of building partnerships with key individuals or groups.

What else you need to know: 

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
  • Work Environment - This work will take place in a hybrid remote/in-office setting at Management’s discretion.
  • Grade Review – The pay range and grade for non-represented positions are under review and subject to change as part of the Port’s work to implement a new pay program. This review is intended to ensure that positions are aligned with the new program that will be implemented in early 2024.
  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
