SummaryThe Safety and Mission Assurance Directorate is seeking to hire a Goddard Space Flight Center (GSFC) Workmanship and Electrostatic Discharge (ESD) Program Manager in the Quality Engineering Branch. In this capacity, you will be responsible for the application, evaluation and implementation of NASA Workmanship Standards to Goddard to ensure the control of design features, materials, and assembly processes to achieve the desired durability and reliability for flight parts and components.ResponsibilitiesDevelops and maintains a program to assess in-house as well as contractor workmanship implementation relative to hardware manufacturing and assembly, including surveying capabilities, monitoring performance, and auditing the quality of production.Facilitates the use of production techniques and processes that minimize defects and that maximize performance within cost, schedule and fault tolerance constraints.Evaluates design for manufacturability and analyze technology-based or quality-based risks that adversely impact intended processes or outcomes and determine risk mitigations.Develops new problem resolution techniques in areas such as flight systems, wiring preparation, cable harness, printed wiring boards, surface mount technology, conformal coating and staking, fiber optics and/or electrostatic discharge.Researches and reports quality assurance health for parts, materials and processes that affect mission and other critical hardware including supporting internal and external quality assurance compliance auditing functions and/or reviews.Serve as an expert consultant on the most challenging problems in electrostatic discharge control, quality processes, and/or workmanship implementation for the center.Provides advice and guidance to compliance to workmanship standards and procedures.Serves as the center authority on technical committees and advisory groups concerned with establishing and administering standards for engineering programs of national or international scope.Develops broad requirements, policies, procedures, and operational schedules for assigned programs or projects in areas such as flight systems or measurement and instrumentation systems.RequirementsConditions of EmploymentYou must meet qualifications requirements by the closing date of this announcement.QualificationsIn addition to the basic education requirement, applicant must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.To qualify for the GS-14, specialized experience includes performing duties such as:* Experience with quality assurance engineering methodologies of electrostatic discharge and workmanship standards implementation across a full project life-cycle.* Experienced in the proper use of protective material including wrist straps, garments, grounding mats, and workbenches in a testing laboratory environment, and best practices of handling and fabricating space flight hardware.* Experience in the use and interpretation of government, agency, and industry rules and federal regulations with emphasis on quality and reliability assurance deliverables and compliance.Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculusU.S.
