This is the professional class in the Analyst series. Positions at this level possess a specialized, technical, or functional expertise within the area of assignment. Employees are typically assigned significant responsibilities above the journey level and often exercise independent judgment in the performance of all duties. Incumbents support the work of management staff by conducting day-to-day, professional-level support activities and resource for organizational, managerial, and operational analyses and studies. The work has technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations. 


Description

 

Under general supervision from the Budget and Finance Manager, performs a variety of professional level duties in support of budget development and administration, financial analysis and project control, contract administration, and grants administration.

 

 

Duties and Responsibilities include, but are not limited to the following:

Budget Responsibilities

·        Assists the Budget and Finance Manager in developing the annual operating and capital budgets

·        Monitor capital costs and expenditure patterns to predict areas of financial concern and possible budget surplus and deficits and grant compliance

·        Assists in the preparation of the annual budget book

·        Maintains SMART’s Asset Management Plan

Grant Administration Responsibilities

·        Serves as financial point of contact for all grant awards.

·        Develops, prepares, and submits monthly/ quarterly/ annual financial reports to granting agency, prepares invoices, drawdown of funds, and closeout of awards as needed.

·        Maintains online access/ accounts for federal awards and completes all mandatory training to remain in compliance with grant requirements

·        Supports the Budget & Finance Manager in preparation of all grant documents necessary for annual audits and periodic granting agency audits

·        Coordinates SMART’s response to federal and state grants management reviews including Federal Transit Administration triennial review, Federal Railroad Administration periodic program management reviews and any State of California or reginal agency review of SMART’s organization  

·        Prepares any necessary staff reports and resolutions of local support for SMART’s Board of Directors’ approval for capital and operating grant funds

·        Supports SMART’s Programming and Grants Manager with preparation of grant forms and applications as needed for submittal to local, regional, state and federal agencies

Contract Administration Responsibilities

·        Compiles information for contract procurements and implementation

·        Reviews budgetary information related to contracts and other agreements, enters and tracks information in contract management system

·        Interfaces with Contract Managers, vendors, and contractors to ensure that deliverables are met and properly accounted for on invoices

·        Verifies that invoicing reflects current contract and task order scope of works, rates, and contracting language

·        Reports on task orders and agreements for senior staff and Board of Directors

·        Reviews prevailing wage and certified payroll documentation

·        Tracks and reports to various state and federal agencies

·        Assists with providing historical contract data responsive with public records requests

·        Organizes reporting and data management for Disadvantaged Business Enterprise Program

·        Performs other duties as assigned


Qualifications, Knowledge, Skills, and Abilities

Minimum Qualifications:

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

 

•      Bachelor’s degree in finance, accounting, public administration or related field.

•      A minimum of three (3) years of budgetary, contract, and/or grant management experience preferably in a government agency.

•      Transit experience a plus.
