Job description

Responsibilities
  • Build, enhance, and maintain custom enterprise solutions in Jira, Java-based applications, and Azure .NET custom web applications
  • Lead and execute the migration of Jira and Confluence from Data Center to Atlassian Cloud
  • Apply software updates, patches, and security remediations to Jira, Confluence, and WebSphere environments
  • Integrate Jira with external tools, systems, and workflows to support operational requirements
  • Provide technical mentorship, guidance, and subject matter expertise to junior and mid-level developers on the team
  • Modernize and re-platform applications written in legacy technologies to current, supported platforms
  • Conduct requirements analysis and translate business needs into detailed technical specifications and design documentation
  • Diagnose, troubleshoot, and resolve complex technical issues across existing application environments, including response to Cyber security alerts affecting IIS and web servers
  • Produce clear, concise, and accurate technical documentation throughout all phases of the development lifecycle
  • Communicate effectively with government clients, end users, and team members via video conference, telephone, and in-person meetings
  • Coordinate and lead development activities across team members to ensure timely and high-quality delivery
Qualifications

Required Qualifications

Candidates must possess all of the following qualifications to be considered for this position.

Education

  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a closely related field with 12 years experience.  16 years with a HS Diploma, 10 years with a Master's, 7 years with a PhD

Experience

  • Experience designing, developing, testing, and maintaining custom Jira solutions, including Jira Application Administration
  • Hands-on software development experience, with demonstrated proficiency in Java and JavaScript
  • Experience working with relational databases, including SQL and SQL Managed Instance
  • Experience with version control systems, development frameworks, and application development tooling
  • 4-6+ years of advanced Azure developer experience, including Azure App Service, Azure SQL Managed Instance, and Azure DevOps
  • 4-6+ years of experience with Atlassian Cloud, including hands-on experience migrating Jira and Confluence from Data Center to Atlassian Cloud

Technical Skills

  • Proficiency in Java, .NET, HTML, JavaScript, CSS, C++, C#, SQL, Oracle BI, and PowerShell
  • Experience with development tools including Eclipse, Atlassian Custom Developer Tools, Azure DevOps, and Visual Studio
  • Demonstrated experience with IIS and web server administration, including troubleshooting based on Cyber security alerts
  • Working knowledge of ServiceNow for ticket and incident management
  • Experience with Microsoft Power Platform
  • Strong proficiency in SQL Stored Procedures and relational database design
  • Demonstrated ability to analyze existing application architectures across a variety of platforms and recommend improvements
  • Experience with Agile Scrum methodologies, including use of Jira for sprint and backlog management

Other

  • Strong written and verbal communication skills, with the ability to produce professional technical documentation and engage effectively with government clients and stakeholders
  • Demonstrated ability to work independently and lead development activities with minimal supervision
  • US Citizen with the ability to obtain a DOE Clearance

Desired Qualifications

The following qualifications are not required but will distinguish a strong candidate.

  • Experience supporting federal government IT environments, particularly within the Department of Energy or a similar civilian agency
  • Familiarity with business analysis practices, including stakeholder engagement, process documentation, and requirements elicitation
  • Experience with Oracle BI reporting and dashboard development
  • Demonstrated experience leading application modernization initiatives, including re-platforming legacy systems to cloud-native or modern web architectures
  • Experience with project management principles and the ability to coordinate multi-developer efforts across concurrent workstreams
  • Familiarity with cybersecurity frameworks and secure software development practices applicable to federal environments
  • Experience with WebSphere application server administration and maintenance
  • Prior experience in a technical mentorship or team lead capacity within a managed services or government contracting environment

Target Salary Range$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
