    Job description

    At NorthBay Health, the Director of IT Program Management provides strategic leadership and operational oversight for the IT project portfolio across NorthBay Health's integrated healthcare system.  Reporting to the AVP, IT Applications and working closely with leadership across all IT service lines, this role ensures that all technology initiatives - clinical, business and infrastructure - are delivered on time, within scope, and aligned with organizational priorities and NorthBay Health's Mission, Vision, and Values.  

    This individual plays a critical leadership role in the successful governance of projects, allocation of resources with consideration to capacity and skills, and delivery of complex, cross-functional healthcare IT projects. This individual leads a team of project managers of various experience levels and mentors analysts, engineers and others in the successful adoption of project management standards and processes. This role requires deep healthcare domain knowledge, strategic thinking, and strong communication skills to manage stakeholder expectations at all levels.

    PRIMARY JOB DUTIES

    • Lead the planning, execution, and delivery of large-scale healthcare IT initiatives (e.g., Epic EHR implementation, technology upgrades, clinical transformation, regulatory compliance, or enterprise technology rollouts) from initiation through closure.
    • Oversee the complete IT project portfolio, including demand intake, prioritization, resource alignment, and status reporting.
    • Partner with Senior Leaders across clinical, operational, and administrative domains to translate organizational strategy into actionable project roadmaps.
    • Monitor project performance and provide escalation support for complex, high-visibility initiatives such as EHR, ERP, cybersecurity, infrastructure and digital health implementations.
    • Ensure portfolio transparency through dashboards, KPIs, and standardized reporting for executive leadership and governance committees.
    • Proactively identify risks, dependencies, and capacity constraints; execute strategies to optimize throughput and value delivery.
    • Lead, mentor, and develop a team of project managers, including senior and junior-level staff. Conduct regular coaching, performance evaluations, and professional development planning.
    • Establish and ensure adherence to project management standards, methodologies, templates and best practices. Maintain and evolve the IT project management framework, incorporating Agile, waterfall, and hybrid approaches as appropriate. 
    • Support formal governance processes, including project intake, business case development, prioritization, and approval workflows. 
    • Promote strong stakeholder engagement and ensure communication plans are effective, timely and audience-appropriate. 
    • Drive continuous improvement efforts through post-implementation reviews, process optimization, and lessons-learned activities. 
    • Foster a culture of collaboration, accountability, and customer service excellence within the IT project management team. 
    • Champion equitable workload distribution, skills development, and succession planning. 
    • Champion standard project and portfolio management methodologies, tools, and templates ensuring quality and consistency across all projects. Lead knowledge-sharing initiatives and help build project management competencies across IT service lines
    • Conduct contract reviews, vendor negotiations and monitors vendor and 3rd party service level commitments.
    • Other duties as assigned.

    Compensation Structure

    NorthBay Health uses a structured compensation framework. Staff-level positions use a step-based system (Steps 1-5) based on years of directly related experience, with Step 5 representing 20 or more years of experience in the role. Manager level and above positions are paid a fixed annual base salary and are eligible for a variable incentive compensation plan. Physician compensation is structured based on specialty and role requirements.

    NorthBay Health is primarily an onsite organization due to the nature of healthcare. Some roles may allow hybrid or remote work based on business needs.

    Education:  

    • Bachelors in Information Technology, Business Administration, Healthcare Administration, or related field required.
    • Masters degree preferred.

    Licensure/Certification: 

    • PMP, PMI-ACP, or other relevant project management certification required. 
    • Epic certifications highly preferred. 

    Experience: 

    • Minimum of 8 years' of IT project management experience and cross-functional team leadership, including leading large, complex projects within healthcare systems.   
    • Demonstrated experience managing enterprise portfolios and navigating governance processes.  

    Skills: 

    • Requires excellent communication and presentation skills. 
    • Must demonstrate organizational agility and political acumen. 
    • Core competencies include strategic project portfolio oversight, complex project execution, mentorship, team leadership and stakeholder relationship management. 

    Interpersonal Skills: 

    • Demonstrates the True North values.     Hours of Work: 

    • Normally works eight-hour day.  Hours will vary according to work demands and project requirements. 

    Compensation:  

    • $200k to $215k based on years of experience doing the duties of the role.  This position is bonus eligible.
