What You Will Be DoingThe Infrastructure Engineering Liaison and Project Management Support ensures all phases of the MILCON process are timely completed, compliant with approved MILCON planning documents, meet end-user needs, and compliant with all applicable DoD standards and regulatory requirements. Responsibilities:Conduct comprehensive installation layout reviews and management studies using knowledge of Unified Facilities Criteria (UFC), economic principles, cost analysis and environmental assessments as related to space management; analyzes study results, identify problems and recommend solutions. This includes data collection analysis to ascertain quantity of space required and qualitative analysis to determine lines of workflow and communication between organizational units and personnel; avoiding duplication of facilities; minimizing traffic flow of both personnel and paper; and justifying space requirements for effective yet flexible layouts. Provide assistance and support with organizing facility requirements planning, logistics management and Military Construction (MILCON) coordination efforts for the Marine Corps under the DPRI Program. These efforts and activities include coordination with NAVFAC to ensure United States Marine Corps (USMC) requirements are represented and fulfilled in the following areas: master planning; real estate planning; facility planning, design & construction; infrastructure planning, design, & construction; environmental assessments; and scheduling with Headquarters Marine Corps (HQMC), NAVFAC, III MEF units, Consultants and others. Provide project facilities planning and construction support and consultation on multidisciplinary team design projects and provide day-to-day consultation and approval on technical matters related to facility and/or utilities planning and construction issues. Work with multiple professional disciplines including contractors, architects, engineers, environmental and other specialists in the design and developments and/or review of MILCON projects/proposals. Provide input into any change request submitted, with justification from expertise knowledge onto potential issues or concerns with the request. The response should include past source documents and other supporting input. Prepare project lists, projected execution years, estimated costs, and proposed priorities. Reviews programming documents to include DD Form 1391s, cost data, studies, and other background materials. Maintain accurate project folders with appropriate support documentation including technical data, specifications, cost estimates, and field notes. May be assigned to review “Requests for Information” from contractors/end users/subordinate commands etc. and prepares and/or assists in the preparation of responses. Utilize a wide variety of analysis tools, including GIS to develop and evaluate alternatives; advises DPRI government personnel and other stakeholders on engineering issues associated with the projects, and prepares documentation.Assist the MILCON Program Manager for DPRI Planning in all matters pertaining to deliberate, near-term and long range planning and execution of MILCON projects. Responsibilities may cover a wide range of related issues, including: international agreements under DPRI, Inter Service Support Agreements (ISSAs), Safety/Occupational Safety and Health Administration (OSHA), security, real estate and acquisition strategy. Develop, review, and recommend Collateral Equipment (CE), Furniture, Fixtures, and Equipment (FF&E), Personal Property & Plant Equipment (PP&PE) and other installation support equipment; recommend best practices in the procurement of that equipment. Coordinate with NAVFAC to ensure assessment strategies for MILCON projects are achieved to support mission requirements and operational forces core capabilities. Promote efficiencies in resource allocations through cost effective maintenance, repair and construction projects. Develop, coordinate and review Basic Facility Requirements (BFR) with NAVFAC to ensure compliance with Unified Facilities Criteria (UFC), Marine Corps Orders and other DoD policies; develops coordinates and reviews DD Form 1391 (MILCON Project Data) submissions with NAVFAC, and reviews facility planning and capital investment initiatives for MILCON projects, including Economic Analyses, to determine best value options and pay back periods. Utilize program and planning documents in determining real property facility requirements. Deliver a full range of technical services and engineering support, including installations master planning, facility construction management and annual repair and maintenance project execution. Attend decision-making review boards and joint working groups as directed, and maintain close liaison with operating forces and installations. Coordinate, and monitor facilities and MILCON matters to ensure all facilities and MILCON-related BFRs and DD Form 1391s capture operational requirements in their entirety to include collateral equipment requirements and long-term maintenance costs. Maintain awareness and understanding of facilities and MILCON related laws, policies, procedures, restrictions for international, Government of Japan, and U.S. agencies to include Department of Defense (DoD), and Service regulations applicable to the operational forces and supporting installations. Assess impacts, recommend actions, and submit for review through the chain of-command a wide variety of reports, findings, and correspondence encompassing facilities and MILCON issues. Provide assistance and support for all on going active facility construction projects. Coordinate and monitor the construction project through completion which will include; reviewing all documentation, answering RFI’s, attending stakeholder meetings, field verification of specifications and design. Maintain up to date knowledge of the schedules and challenges the project is having through construction. Document and share any lessons learned on the project that should be incorporated into future planning projects.Provide project management support in all activation efforts required in the facilities post construction to ensure the facility meets all requirements. Ensure the activation efforts are scheduled to minimize impacts to the program. Create timetables for all project activation tasks. Provide recommendations for deconfliction of tasks during baseline timetable development. Provide updated status of these efforts to the stakeholder’s and maintain oversight until final completion and occupancy of the facility. Gather and feed source documents related to projects, processes, and program management in order to keep the DPRI cell in Hawaii apprised of the latest information being developed on-site. In performing the tasks above for Task Area 12, The contractor will be required to: (1) on a weekly basis to provide reports, status updates, and initiate coordination calls on construction efforts associated with assigned projects and meet Government provided deadlines. (2) The contractor will be required to provide, but is not limited to, responses to RFIs, information papers, issues papers, historical project execution documentation (i.e. assumptions, lessons learned, etc.), and briefs on project planning and support related to deliberate, near-term and long range planning and execution of MILCON projects with assigned projects and meet Government provided deadlines. This includes, but is not limited to: international agreements under DPRI, Inter Service Support Agreements (ISSAs), Safety/Occupational Safety and Health Administration (OSHA), security, real estate and acquisition strategy. (3) Project Documentation and Data Calls (Daily). The contractor will be required to respond to daily data calls and RFIs by deadlines provided by the Government. (4) Project Coordination (Daily). The contractor will be required to participate in telephone conferences, video conferences, and in-person meetings to ensure coordination of project and program information is being received and communicated. The contractor will provide direct input, with clear, and concise communication skills, during these meetings, as well as provide detailed meeting notes that highlight to the government personnel, what was discussed at the meeting, any issues, concerns, or recommendations, and what follow on actions are required. The contractor may also be required to initiate such meetings or one-on-one telephone calls to ensure this coordination occurs with all relevant stakeholders and information is being received and validated. Qualifications: Active DoD Secret ClearanceAt least 10 years of experience in engineering design, construction, or construction project management.Bachelor’s degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) or related field or Construction management from an appropriately accredited school. Licensed Engineer, AICP certified, registered architect, or similar credential.At least 5 years of experience in applying Unified Facilities Criteria (UFC), Marine Corps Orders or other Service equivalent, and DoD instructions when completing DoD planning and construction
