DSHS ESA Lead Social Service Program Manager 

  The Community Services Division (CSD), Headquarters Office, within the Economic Services Administration is recruiting for a Lead Social Service Program Manager.

In this engaging role, you will use your cross-functional leadership, collaboration, and quality assurance skills as a program manager on our Social Service program and policy team.
 
This is an opportunity to make a real impact on the lives of low-income Washingtonians; the program you will manage provides statewide oversight and program support for the Aged, Blind, or Disabled (ABD), Housing and Essential Needs (HEN) Referrals, Ongoing Additional Requirements (OAR), and Classic Medicaid programs as well as Medicaid Service Delivery. The impacts of these programs are far reaching; ABD and HEN Referral programs serve over 25,000 low-income Washingtonians per month. In this nine-month temporary role, you can help us ensure the continued operation, efficiency, compliance, and ongoing improvement of these programs while advancing your social service career in the process.  
 
The Division is committed to creating a diverse workforce in a modern work environment that includes the potential for telework options. Employees assigned to a duty station in King County will receive a 5% premium pay calculated from their base salary.
 
    Some of what you'll do:
  • Back up the Administrator of the ABD/HEN Referral programs and Medicaid Service Delivery on crucial assignments
  • Provide critical knowledge, direction, and support to a team of three program managers and one Social and Health Program Consultant
  • Develop high level briefing documents and recommendations for executive leadership
  • Gather and incorporate input from field staff, Social Service Coordinators, Social Security Administration, Health Care Authority, community advocates, and other major stakeholders
  • Ensure rule filings are consistent with legislative intent and meet all required deadlines
  • Manage contractual agreements with key stakeholders and other service providers while ensuring program expenditures remain within allocated funds
  • Share responsibilities in planning and facilitating team meetings, team wellness, and onboarding of new social service program managers
  • Monitor and ensure quality and accuracy of work performed by the OPP Social Service policy and program staff 
  • Use independent judgement to determine when policy decision and work material should be elevated to the Social Services Program Administrator, Deputy Chief of Program and Policy and the leadership team for additional review
  • Represent OPP Social Service policy and program staff in cross divisional workgroups and in high level meetings with executive leadership, stakeholders and the legislature. 
What we're looking for
Knowledge and experience in the following areas: 
  • CSD programs (ABD, HEN Referral) and/or Medicaid programs
  • Equity, Diversity, and Inclusion
  • State and/or federal legislative and rule making processes 
  • Quality management, program integrity, and process improvement concepts
  • Project management, technical planning, and organizational principles
Who should apply
Individuals with a Bachelor's degree in public policy, public health, public administration, early childhood education or other health or social science related field
 
AND
 
At least three years of progressively responsible professional experience in the area of planning, policy analysis and development, or development and administration of publicly funded public assistance programs and services.
 
Additional qualifying experience may substitute for the educational requirement on a year-for-year basis.
