NYC Health + Hospitals/Lincoln, located just 15 minutes from NYC, is an acute care teaching hospital academically affiliated with Weill-Cornell Medical College. Dedicated to providing high quality patient care to a diverse community, Lincoln Medical Center is a NYS designated Level I Trauma and Stroke Center and has Centers of Excellence in all medical specialties including its award- winning Cancer and Breast Centers.
Responsibilities
Position summary:
The Director of Clinical Research has primary responsibility for the administrative and operational functioning of the Lincoln Hospital's Research Department. This includes oversight for all Research Projects and management (budgeting, timelines, strategic planning, etc.), project staffing, skills training, grant oversight and reporting, regulatory reporting and institutional review board (IRB) issues, and contracts. The Director oversees the Research Team, which consists of staff who perform the administrative and operational work of the Department. The candidate will facilitate communication between the Research Department and the NYC H&H Research Administration Department. The Director reports to the Facility Research Director, and works collaboratively with the Program Directors and PIs for Research purposes whom have primary responsibility for the substantive aspects of the Institutions research. Acts as liaison to all members of the research staff, principle investigators, the finance staff, the affiliates, clinical trial and grant sponsors.

Responsibilities:
- Resource management: ensure portfolios have resources to stay on track and on budget.
- Monitor work plans: monitor portfolio and/or individual project work plans; continually assess progress toward achieving project goals and production of deliverables; ensure adherence to research timelines, and ensure compliance with funder requirements.
- Training: support division staff in developing and exercising project management skills.
- Supervision: supervise Research Coordinators and Research Assistants and provide guidance to the Research Team.
- Staff allocation: manage and monitor allocation of staff time across research projects.
- Budget oversight: guide budget development for new projects; monitor budgets in collaboration with DCFO and department teams; oversee budget revisions.
- Communication: serve as liaison to facilitate work of the Research division and NY H&H Research Administration
Grants, Contracts and Operations
- Support proposal development: provide support to senior research scientists in preparing federal grant proposals
- Manage pre-award process: coordinate submission process; monitor grant review process.
- Manage post-award process: respond to Just-in-Time requests; oversee administrative processes for initiating new federal grants (staffing, budget modifications, etc.).
- Funding surveillance: identify government grant funding opportunities.
- Contract management: work with NY H&H Contract Department for agreements and contract negotiations and execution
- Fiscal oversight: track payments from Sponsors; communicate with NY H&H Research Administration to ensure billing is done in a timely manner.
Regulatory Compliance and IRB Oversight
- Oversee IRB submissions: Work with Internal and Central IRB's to ensure all submission are accurately submitted. Train RA's and Coordinators on maintaining Regulatory documents after IRB submission (Initial Review, Modifications, Continuing Reviews and study closure)
- Oversee research regulatory and registration compliance: ensure compliance with federal and agency-specific research grant pre- and post-award reporting requirements
- Role in IRB composition: provide updates for ongoing grant and sponsor funded research
Qualifications
- 3-5+ years of experience managing research administration teams in academia, government, or the nonprofit sector; or 3-5+ years' experience and a Master's degree (administration, policy, public health, social work)
- Experience managing federal and/or grant proposals, regulatory reporting, contracts, and MOUs for all projects and clinical trials
- Experience with IRB/human subjects protection management or oversight
- Demonstrated effective planning and organizational skills
- Demonstrated ability to successfully engage with diverse internal and external populations
- Commitment to advancing research throughout the NYC H + H Organization
- Experience with project management and implementing new processes
- Experience with managing large, complex teams and multiple projects
- Communication skills including oral, written, interpersonal, and coaching skills are clear, concise and effective at influencing and informing target audiences
- Experience with organizational change management a plus
- Proof of full COVID-19 vaccination is required prior to hire, plus proof of subsequent booster vaccines within one month of eligibility.
