JOBSUMMARY: Recovery Services Specialist II supports the implementation of agency programs that assist individuals and families in accessing alcohol and drug treatment and recovery services. These programs are designed to help clients secure and/or maintain housing while actively engaging in recovery, with an emphasis on intensive peer mentoring and skill building support.
Primary responsibilities include providing direct case management and peer support to clients enrolled in the Recovery Navigation Program, as well as processing client requests for assistance through the Client Emergency Basic Needs (CEBN) Program in Multnomah County.
The Recovery Services Specialist II functions as an independent case manager, responsible for conducting screenings, intakes, and assessments, and delivering ongoing supportive services tailored to client needs. This rolemaintainsworking knowledge of program guidelines and funder requirements and ensures services are deliveredin accordance withagency standards and timelines. The primary work location for this position is Portland, Oregon.
JOBRESPONSIBILITIES:
Maintain a working knowledge of program requirements, including eligibility criteria, enrollment standards, documentation expectations, and funder definitions.
Provide progressive, person-centered, trauma-informed, and strengths-based engagement and assessment, utilizing peer support and mentoring techniques to promote sustained recovery and encourage the development of strong, community-based support systems.
Coordinate multi-disciplinary service providers (e.g., healthcare, mental health, addictions, employment, and social services) to ensure comprehensive support.
Provide educationregardingpublic benefits (WIC, Medicaid, TANF, SNAP, veteran-specific benefits, SSD, SSI, Medicare, etc.) while ensuring participant choice and autonomy in selecting service providers.
Maintain up-to-date knowledge of community resources related to housing, mental health, addiction recovery, disability services, and incomesupport.
Maintain compliance with program policies, departmental tools, agency procedures, and funder requirements.
Effectively communicate agency policy, mission, and values to participants, landlords, collaborating organizations, and community members.
SUPERVISION: Reports to Housing and Stability Services Supervisor
REQUIREMENTS & QUALIFICATIONS:
CACD certification required.
CRM certification preferred.
Minimum of 1–3 years of experience in human services, preferably in social work, recovery or related field, or lived experience.
Case management, preferably working with individuals and families experiencing poverty and homelessness.
Experience working with individuals who identify as having mental health conditions, substance use disorders, disabilities, or other long-term barriers to stability.
