Job description

Position Overview: The Lead VOIP Engineer will serve as the primary technical authority responsible for the planning, design, deployment, maintenance, and support of the Voice over Internet Protocol (VOIP) systems. This role involves providing leadership in implementing VOIP solutions aligned with government standards, ensuring system security, and addressing complex technical issues to guarantee seamless voice communication operations.
Key Responsibilities:
  • Provide technical leadership and direction for all VOIP-related projects, ensuring compliance with FAR, DFARS, cybersecurity standards, and agency policies.
  • Lead the assessment, planning, and implementation of VOIP systems, including hardware, software, and network integrations to support Navy operations.
  • Oversee system configuration, upgrades, and modifications to optimize performance and security.
  • Troubleshoot and resolve highly complex VOIP issues, including voice quality, connectivity, security breaches, and hardware/software failures.
  • Develop technical documentation, including system architecture, configurations, troubleshooting procedures, and operational manuals.
  • Conduct regular system performance reviews; optimize network bandwidth and QoS (Quality of Service) to support VOIP traffic.
  • Coordinate with vendors and government personnel to facilitate system upgrades, maintenance, and defect resolution.
  • Conduct site visits, including the scheduled site visit at West Bethesda, MD, to evaluate system health, deliver technical assessments, and implement solutions.
  • Lead training and knowledge transfer to government personnel and support teams.
  • Ensure all work conforms to applicable cybersecurity requirements such as DISA STIGs, Risk Management Framework, and pertinent DoD policies.
  • Contribute to the development of Statements of Work (SOW), Performance Work Statements (PWS), and contract deliverables.
  • Maintain awareness of emerging VOIP technologies and recommend modernization efforts.
  • Ensure all deliverables and support activities meet contract requirements and deadlines.
Qualifications:
  • Bachelor’s Degree in Computer Engineering, Telecommunications, Network Engineering, or a related technical discipline; advanced certifications preferred (e.g., CCNP Voice, CCIE Voice, CISSP).
  • Minimum of 7 years of demonstrated experience in VOIP systems design, deployment, troubleshooting, and maintenance, particularly within government or enterprise environments.
  • Extensive experience with Cisco Voice over IP infrastructure, including Cisco Call Manager and associated components.
  • In-depth knowledge of SIP, H.323, and other VOIP protocols; familiarity with VoIP gateways, session border controllers, and related hardware.
  • Strong understanding of network infrastructure, including LAN/WAN, routers, switches, firewalls, and bandwidth optimization techniques for VOIP.
  • Experience ensuring VOIP system security in compliance with DOD cybersecurity standards.
  • Proven ability to lead technical teams and coordinate multi-disciplinary projects.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work independently and as part of a multidisciplinary team within a government contracting environment.
  • Willingness to travel for site visits or operational requirements
Work Environment:
This position involves working at government facilities and remote sites, requiring adherence to government and contractor security protocols. The Lead VOIP Engineer will frequently collaborate with government technical staff, vendors, and stakeholders.
