The Employment & Training (E&T) Manager leads the development, implementation, and oversight of employment and training programs across Kitsap County. This role is responsible for program management, grant writing, budgeting, staff supervision, and reporting, while collaborating with KCR departments and community partners.

The Employment and Training (E&T) Manager is responsible for the management and operation of E&T programs including grant writing, project management, budget reconciliation, staff supervision, and reporting. The Employment and Training Manager coordinates with other KCR departments and outside agencies to develop and offer a wide variety of client employment and training services and programming across Kitsap County.

Required Qualifications (unless noted as preferred):
- Required Education: BA/BS undergraduate degree and 3+ years of demonstrated successful experience in a project management, non-profit and/or educational setting.
- Preferred Education: Advanced degree in Social Services, Training and Development or employment programs
- Required Experience: 3+ years of demonstrated successful experience as a people manager, supervisor, and/or project manager leading a diverse or complex team, including performance management and progressive discipline across varied operations.
- Bi-lingual in Spanish preferred.
- Valid Washington State Driver's License and current auto liability insurance.
- Must be able to pass a Washington State Patrol Criminal Background investigation.
- Must be able to establish and maintain a high degree of positive representation of KCR, build strong social and community relationships, and serve as a primary face of the department while coordinating with various community agencies, representatives, and stakeholders.
- Must be able to work flexible hours including evenings and for occasional out-of-town travel.
Knowledge, Skills, & Abilities:
- Must demonstrate recognition and compassion for low-income people.
- Demonstrated ability to input, aggregate and analyze data including generation of accurate and complete reports.
- Demonstrated successful experience in preparing documentation following relevant process and guidelines (such grant applications, purchase requests, requests for payment, etc.)
- Demonstrated ability to develop and maintain internal and external relationships with employees and with partner agencies.
- Demonstrated proficiency in a wide range of software applications, including Microsoft Office Suite, CRM systems, and database management platforms.
License(s) and/or Certifications:
- Valid Washington State Driver's License and ability to obtain proof of insurability for operating an automobile.
- First Aide/CPR certification (within 90 days of employment)
- Certifications in community engagement, training and education and other relevant work is preferred.
