Amentum is seeking an experienced Training & Development Designer (SME) to support Combatant Command Operations in the Information Environment (OIE) under the Apollo program. The Apollo Solutions Architect Team (ASAT) is a cross-functional enterprise team that drives innovation, standardization, and integration across all Apollo Task Order services. ASAT serves as Apollo's dedicated SME cell, delivering scalable support to Combatant Commands through advanced solution design, operational integration, training, analysis, and modernization. Centrally based in Tampa, the ASAT continuously develops and deploys new tools, workflows, and TTPs to outpace adversaries and strengthen Combatant Command information advantage.

As a member of the Apollo Solution Architect Team (ASAT), the selected candidate will design, develop, and implement enterprise-level training, education, workforce development, and knowledge-transfer solutions that support adoption of Apollo capabilities across all Combatant Commands. This role serves as the principal training and workforce development expert responsible for ensuring personnel, staffs, planners, analysts, and operational teams possess the knowledge, skills, and competencies necessary to effectively employ Information Forces, operational intelligence, assessment methodologies, knowledge-management systems, analytics platforms, and emerging mission-support capabilities. This role develops enterprise learning architectures that support adoption of Apollo capabilities across CCMDs.


As a Training & Development Designer (SME), you will:

  • Serve as a senior member of the Apollo Solution Architect Team (ASAT), supporting all Combatant Commands and mission partners.
  • Design enterprise training and workforce development solutions supporting adoption of Apollo capabilities across planning, operations, intelligence, assessment, knowledge management, and Information Forces mission areas.
  • Conduct training needs assessments, skills-gap analyses, workforce readiness evaluations, and competency assessments.
  • Develop comprehensive training strategies, certification programs, professional development pathways, and workforce growth plans.
  • Design instructional systems, curricula, lesson plans, training materials, facilitator guides, student materials, and digital learning content.
  • Develop role-based learning solutions supporting OIE planners, ISIOs, assessment personnel, operational intelligence teams, knowledge managers, data analysts, Information Forces specialists, and leadership personnel.
  • Support development of tabletop exercises, workshops, simulations, scenario-based learning events, certification exercises, and experiential learning activities.
  • Integrate adult-learning principles, competency-based learning methodologies, and performance-support approaches into training solutions.
  • Collaborate with Solutions Managers, Solutions Designers, Plans & Operations SMEs, Assessment SMEs, Innovation SMEs, and operational stakeholders to ensure training solutions support mission requirements.
  • Develop change-management and capability-adoption strategies that accelerate implementation of new technologies, processes, workflows, and operational concepts.
  • Support train-the-trainer programs, knowledge-transfer initiatives, onboarding frameworks, and succession-planning activities.
  • Develop mechanisms to measure training effectiveness, user adoption, workforce readiness, and capability utilization.
  • Produce executive-level workforce development strategies, training roadmaps, certification frameworks, implementation plans, and learning program recommendations.
  • Identify best practices, lessons learned, and emerging workforce development methodologies that improve operational readiness and organizational performance.
  • Travel (CONUS/OCONUS) to support solution requirements across participating CCMDs.

Required Qualifications

  • Must have an active Secret security clearance.
  • Bachelor's degree in Instructional Design, Education, Organizational Development, Human Performance Technology, Workforce Development, National Security Studies, Military Studies, Information Operations, Training Management, or related discipline.
  • Minimum 11 years of experience supporting training development, instructional design, workforce development, organizational learning, capability adoption, or related mission areas.
  • Demonstrated experience designing and implementing training programs, learning systems, professional development initiatives, or workforce transformation efforts.
  • Experience supporting military operations, Combatant Commands, Joint organizations, government training programs, or complex mission environments.
  • Strong understanding of OIE, Information Advantage, Information Forces integration, operational intelligence, campaign planning, and Joint operational environments.
  • Experience developing curriculum, lesson plans, instructional materials, workshops, exercises, simulations, or certification programs.
  • Demonstrated experience conducting training needs assessments, competency analyses, or workforce readiness evaluations.
  • Experience facilitating workshops, training courses, seminars, learning events, or professional development programs.
  • Strong written, verbal, facilitation, instructional, and executive briefing skills.
  • Ability to translate complex operational concepts into effective learning experiences and workforce development solutions.

Preferred Qualifications

  • Active Top-Secret security clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance.
  • Master's degree in Instructional Design, Organizational Development, Education, Human Performance Improvement, Workforce Development, National Security Studies, Strategic Studies, or related discipline.
  • 5 years supporting Combatant Commands, Joint Staff, Service Components, Joint Task Forces, or enterprise-level DoD initiatives.
  • Prior experience as an Instructional Designer, Training Program Manager, Organizational Development Specialist, Workforce Development Lead, Human Performance Specialist, Professional Military Education Instructor, or equivalent role.
  • Experience supporting Combatant Command training programs, Theater Campaign Plan workforce development efforts, capability-transition initiatives, or organizational modernization activities.
  • Experience designing training supporting OIE, IW, Operational Intelligence, PSYOP, Cyber, STO, JEMSO, KLE, Public Affairs, Assessment, Data Analytics, or Knowledge Management.
  • Familiarity with ADDIE, SAM, Kirkpatrick Evaluation Model, Human Performance Improvement methodologies, competency-based education models, and adult-learning principles.
  • Experience developing eLearning solutions, digital learning platforms, Microsoft 365 training environments, simulation systems, or blended-learning programs.
  • Familiarity with Power BI, SharePoint, Microsoft 365, C2IE, MAVEN, learning management systems, and collaboration environments.
  • PMP, CPTD, CPLP, ATD certifications, Instructional Systems Design certifications, Lean Six Sigma, Agile, or equivalent professional credentials.
  • Experience working with C2IE (Command and Control of the Information Environment) and/or Maven platforms.
  • Demonstrated experience advising General Officers, Flag Officers, Senior Executive Service personnel, or equivalent leaders regarding workforce readiness, organizational learning, and capability adoption strategies.

Compensation Details:

$130,000 - $180,000
