Job description

Overview

Nakupuna Consulting is seeking a Training & Engagements Disaster Management and Humanitarian Assistance (DMHA) Advisor (Exercises) to support the Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM), a direct reporting unit to United States Indo-Pacific Command (USINDOPACOM).

This is a part-time/on-call position working 5 hours/week supporting disaster management and humanitarian assistance readiness efforts through training development, multinational engagement support, exercise planning, and operational coordination activities. The Training & Engagements DMHA Advisor (Exercises) will support humanitarian assistance and disaster response (HADR) initiatives involving military, interagency, multinational, and civilian stakeholders across the Indo-Pacific region and globally. The position requires expertise in disaster management, exercise support, training delivery, stakeholder engagement, and operational planning in complex international environments.

This role requires the ability to operate independently, engage with diverse international partners, and support dynamic operational and training requirements in support of CFE-DM mission objectives.

Responsibilities

The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned.  

  • Support the planning, coordination, and execution of multinational and bilateral exercises, workshops, conferences, and engagement events related to disaster management and humanitarian assistance.
  • Develop training concepts, instructional materials, exercise scenarios, engagement plans, and curriculum content aligned with operational requirements and partner needs.
  • Deliver training, workshops, briefings, and presentations to military, civilian, academic, and multinational audiences in virtual, blended, and in-person environments.
  • Support Humanitarian Assistance Response Training (HART) courses and related humanitarian assistance and disaster response training activities.
  • Provide planning and coordination support for humanitarian assistance and disaster response security cooperation events and multinational engagements.
  • Facilitate discussions, workshops, tabletop exercises, and collaborative planning activities involving multiple stakeholders and partner organizations.
  • Provide subject matter expertise on disaster management, humanitarian assistance operations, lessons learned, and operational best practices.
  • Develop operational products including handbooks, information papers, after-action reports, trip reports, planning documents, and briefing materials.
  • Support development of case studies, lessons learned, and knowledge management products derived from exercises and real-world operations.
  • Monitor and assess geopolitical developments, disaster response trends, and humanitarian issues impacting operations within the Indo-Pacific region and globally.
  • Support operational planning and coordination activities during real-world crises or contingency response efforts as required.
  • Build and maintain relationships with government agencies, military organizations, international partners, non-governmental organizations, academic institutions, and humanitarian stakeholders.
  • Support cross-functional initiatives, special projects, and organizational knowledge-sharing activities.
  • Assist with development of graphics, visual aids, and briefing materials supporting operational and engagement activities.
  • Perform additional duties as assigned in support of mission requirements.
Qualifications

Required Qualifications:

  • Bachelor's degree in Disaster Management, International Relations, Public Policy, Emergency Management, Humanitarian Assistance, Political Science, or related field.
  • Minimum of five (5) years of experience supporting disaster management, humanitarian assistance, crisis response, or international engagement activities.
  • Minimum of three (3) years of experience supporting military exercises, humanitarian assistance planning, or interagency coordination activities.
  • Experience developing and delivering training, workshops, or presentations for military and civilian audiences.
  • Experience facilitating group discussions, workshops, exercises, or multinational engagements.
  • Strong written, verbal, and executive-level communication skills.
  • Experience advising or briefing military leaders, government officials, or senior civilian stakeholders.
  • Experience working with humanitarian organizations, international agencies, non-governmental organizations, or multinational partners.
  • Knowledge of humanitarian assistance and disaster response operations within the USINDOPACOM area of responsibility.
  • Ability to work independently and manage competing priorities in dynamic operational environments.
  • Fluent English language proficiency, including speaking, reading, and writing.
  • Proficiency with Microsoft Office applications including Word, Excel, PowerPoint, Teams, and Outlook.

Preferred Qualifications:

  • Master's degree or higher in Disaster Management, International Relations, Public Policy, Emergency Management, or related field.
  • Experience working with U.S. Country Teams, U.S. embassies, or diplomatic missions.
  • Experience supporting disaster management and humanitarian assistance operations within the Indo-Pacific region.
  • Experience coordinating multinational, interagency, or coalition humanitarian assistance activities.
  • Strong cross-cultural communication and stakeholder engagement skills.
  • Experience developing strategic partnerships across government, military, academic, and humanitarian organizations.
  • Experience supporting knowledge management, lessons learned, or operational assessment activities.
  • Familiarity with humanitarian coordination frameworks and international disaster response mechanisms.

Clearance Requirement: Ability to obtain and mainain a Secret security clearance. Must be a U.S. citizen.

Travel Requirements: Frequent travel, up to 50%, may be required based on mission and engagement requirements.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:  

  • Ability to perform repetitive motions with the hands, wrists, and fingers.  
  • Ability to engage in and follow audible communications in emergency situations.  
  • Ability to sit for prolonged periods at a desk and working on a computer. 

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market rates commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation rate for this position is between $65.00/hr to $75.00/hr. The hourly rate displayed represents the typical rate for this position and is just one component of Nakupuna Companies total compensation package for employees.
