Are you passionate about transportation safety, traffic management, and supporting infrastructure projects that keep communities moving? As a Right-of-Way Activity Technologist, you will play a key role in coordinating and supporting construction activities within Strathcona County's road network.

In this dynamic position, you will help administer the Right-of-Way Construction Activity Permit (ROWCAP) Program, review Temporary Traffic Control (TTC) plans, evaluate work zone activities, and maintain accurate GIS data to support operational planning and decision-making. You will also act as a valuable resource for residents, contractors, and internal stakeholders by responding to inquiries and helping ensure traffic impacts and work zones are managed safely and effectively.

This role is ideal for a detail-oriented professional who enjoys combining technical expertise, problem-solving, and stakeholder collaboration to enhance transportation operations and public safety throughout the community. 

Key Responsibilities:

• Review and coordinate Right-of-Way Construction Activity Permit (ROWCAP) applications, ensuring proposed work activities are safe, efficient, and minimize impacts to traffic operations and County infrastructure.
• Evaluate utility line assignments and collaborate with internal and external stakeholders to ensure accurate approvals and alignment with project requirements.
• Review, analyze, and provide recommendations on Temporary Traffic Control (TTC) plans to enhance safety, efficiency, and traffic flow within construction and work zones.
• Monitor existing work zones and traffic control measures, identifying opportunities to improve operations, reduce disruptions, and enhance public safety.
• Partner with Planning and Development Services to ensure development-related construction activities comply with permit requirements and approval conditions.
• Prepare and coordinate road closure and traffic disruption notifications, helping keep residents and stakeholders informed of upcoming impacts.
• Conduct site inspections and quality assurance reviews to verify compliance with approved permits, traffic control plans, and County standards.
• Support enforcement efforts by working with Enforcement Services to address non-compliance and ensure safe right-of-way activities.
• Serve as a key point of contact for residents, contractors, consultants, and internal teams, providing guidance and responding to inquiries related to right-of-way activities and traffic impacts.
• Collaborate with project teams and stakeholders to ensure construction activities are effectively communicated and appropriate public engagement measures are in place.
• Schedule and complete reclamation inspections to confirm sites have been restored in accordance with permit requirements and County standards.
• Maintain accurate records, permit documentation, and work zone information to support effective planning, reporting, and decision-making.

Qualificationsand Skills:

• Diploma in Civil Engineering Technology with a minimum of two years of related traffic operations, temporary traffic control, and/or roadway construction experience  
• Working towards a professional accreditation as a C.E.T. with the Association of Science and Engineering Technology Professionals of Alberta (ASET) would be considered an asset    
• Active certification in Alberta Temporary Traffic Control from Alberta Construction Safety Association is preferred  
• Level 1 certification with the International Municipal Signal Association (IMSA) in roadway markings and signing would be an asset  
• Excellent knowledge of the Traffic Safety Act, Transportation Association of Canada's Manual of Uniform Traffic Control Devices of Canada (MUTCDC), Alberta Transportation's Traffic Accommodation in Work Zones, Strathcona County's Traffic Bylaw and Right-of-Way Construction Activity Manual    
• Extensive knowledge of temporary traffic control and construction standards  
• Strong problem-solving skills with the ability to make decisions within the established methodologies and specifications  
• Excellent interpersonal and communication skills (written and verbal)  
• Strong attention to detail and analytical skills  
• Ability to work collaboratively within a team environment  
• Proficiency in AutoCAD, ArcGIS, and the Microsoft Office suite

Conditions of Employment:

• Valid Alberta Class 5 Driver's licence and submission of a 5-year Driver's Abstract with less than 7 demerits
