Description
The Department of Utilities is seeking qualified candidates for a Collection Coordinator in our Water Accounts Division. This person will be responsible for supervising, monitoring, and coordinating the collections process.
Essential Functions
Essential functions include but are not limited to:
  • Ensure the legal requirements for collection are met. Plans, directs and coordinates processes for the collection of delinquent accounts including generating demand letters, warrants-in-debts, liens, notices of satisfaction and all other relevant collection activities and/or paperwork.
  • Schedules and attend court proceedings to obtain judgments against seriously delinquent account holders and testify at court hearings.
  • Process both property and bank account liens and garnishments.
  • Prepares various monthly reports detailing collection efforts for both active and inactive accounts.
  • Coordinate with Hampton Roads Sanitation District in the collection of monies owed and delinquent field activities executed.
  • Analyzes and recommends redesigned processes and procedures. Creates internal controls and supporting documentation.
  • Manages and tracks cash transactions. Calculates shortages and overages and prepares daily deposits. Reconciles cash fund and orders cash supplies as needed. Process and post customer's payments.
  • Initiates contact with delinquent customers to establish payments and/or payment arrangements.
  • Prepare and reviews various reports to complete balance transfers, bankruptcy petitions and annual write-offs.
  • Resolve customer escalations and prepare written responses to customer inquiries including but not limited to, Pay Off Requests.
  • Participates in employee selection process by conducting interviews. Supervises and develops staff by facilitating training sessions, developing individual performance objectives, coordinating assignments, reviewing work products and monitoring work performance, preparing evaluations, providing feedback and motivating and rewarding team for meeting expectations.
  • Provides administrative support by processing boat permits and opening and sorting mail.
  • Participates in various special projects including system User Acceptance Testing and system upgrades.
  • Perform other job duties as needed.

Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Two years experience in Customer Service
The desired candidate will possess two years collection experience. Keen knowledge of generating warrants, liens and processing garnishments.

Work Hours: Monday through Friday between the hours of 7:30 am and 5:00 pm
This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights, weekends, and/or holidays in response to emergencies or severe weather events.
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
