About the Role:
Our client, a leading multinational telecommunications technology company, is seeking an experienced Metasolv/M6 Technical Program Manager to lead global development teams in delivering M6 features and enhancements. The ideal candidate will bring deep expertise in Oracle Metasolv M6, telecom OSS/BSS integration, and strong leadership skills to drive Agile-based delivery, optimize provisioning processes, and foster a culture of innovation.

Key Responsibilities:

  • Lead the optimization of the Oracle Metasolv M6 infrastructure, including enhancements to Service Requests (SRs), Design Assignments (DAs), Network Elements, and Connection Hierarchies to streamline service fulfillment.
  • Drive architecture and integration initiatives involving WebLogic Server, Oracle 19c, PL/SQL packages, OSS/J interfaces, JMS/MQ messaging, and custom Java APIs.
  • Ensure seamless interoperability with upstream BSS platforms (e.g., Salesforce, Siebel) and downstream activation systems (e.g., Cisco NSO, Netcracker, Ciena Blue Planet).
  • Oversee the full SDLC for M6 enhancements, including Java cartridge development, XML schema transformations, workflow rule extensions, and automated deployments via WLST and Oracle Enterprise Manager.
  • Collaborate with network engineering, operations, and service delivery teams to gather requirements and translate them into technical solutions.
  • Provide leadership to a 30-50 person team, setting goals, managing performance, and fostering a culture of growth, innovation, and continuous improvement.
  • Define and monitor quality metrics, coding standards, and best practices across engineering teams.
  • Manage priorities, identify critical milestones, and ensure successful delivery across multiple environments (Dev, Test, UAT, Prod).

Required Skills & Qualifications:

  • Bachelor's or Master's degree in Computer Science, Information Technology, Software Engineering, or related field.
  • 10-15 years of software engineering experience, with at least 5 years leading development teams in Oracle Metasolv M6 infrastructure.
  • Strong hands-on expertise with Oracle Metasolv M6 (SRs, DAs, circuit inventory, network topology).
  • Proficiency in WebLogic Server, Oracle 19c, PL/SQL packages, OSS/J interfaces, JMS/MQ messaging, and custom API development.
  • Experience with Agile methodologies, JIRA workflows, Git repositories, and automated SQL release management.
  • Excellent communication and stakeholder engagement skills with a proven ability to work across global, cross-functional teams.
