Job description

SAIC is hiring an IT Project manager to support work at the NOAA Headquarters' in Silver Spring, MD.

Essential Duties:

  • Supporting the NOS ACIO, Deputy ACIO and Chief Technology Officer with management of strategic- level special (non-operational) projects.
  • Scheduling and helping facilitate inclusive strategic planning meetings, both IMO-only and with NOS IT governance boards, on at least an annual basis; multiple meetings may be needed to arrive at a plan consensus.
  • Using facilitation tools to help brainstorm, prioritize, and achieve consensus.
  • Ensuring notes and decisions are recorded (with assistance from other contract team members).
  • Maintaining annual strategic planning tracking sheet with adequate metadata to determine alignment and understand milestones and success factors.
  • Translating strategic planning results into project plans.
  • Planning and executing strategic NOS-scoped projects based on IMO requirements (will vary with each project) and PMI (or equivalent industry) standards.
  • Leading and maintaining project teams composed of SMEs from NOS IMO, other NOS Program Offices and IT teams, and other IMO or NOS contracts.
  • Managing multiple projects of varying duration and visibility at the same time.
  • Maintaining a tracking mechanism that differentiates active projects from a pre- project pipeline; ensuring the criteria to transition from pipeline to project are clear and consistently applied.
  • Ensuring requirements, outcomes, targets and deadlines are clear and understood by stakeholders and project team.
  • Coordinating collaboratively with all project SMEs and other leads to managing project schedules, track costs, and assess and report on project risks.
  • Scheduling and running project meetings; preparing meeting agendas and distributing notes.
  • Communicating and collaborating with other Project Managers, whether on this contract or not, working in IMO and NOS to achieve a project's objectives; handing off projects to operational project team PM at the appropriate time.
  • Maintaining all project-related documents in a repository approved by and accessible to the Government.
  • Presenting project details and progress to various technical and non-technical audiences, including ACIO and NOS leadership.
  • Incorporating both Agile (preferred) and more traditional Waterfall project management methods, depending on the project and its objectives.
  • Maintaining communication and positive relationships with all stakeholders.
  • Scheduling additional meetings related to potential project planning and customer requirements at the request of the Deputy ACIO.
  • Preparing and delivering presentations related to projects to governance/working groups.
  • Integrating with contract teammates to aid strategic planning, reviews of annual policy and repositories, and provide meeting coverage in the absence of the facilitator. 
  • Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
  • Demonstrating a commitment to quality and customer support.

  • Fifteen (15) or more years of professional experience (with a Master's degree) OR Seventeen (17) or more years of professional experience (with a Bachelor's degree).
  • Minimum of five (5) years of project management experience in IT using both Agile and Waterfall methodologies.
  • Experience with projects of varying size, scope, budget, and duration.
  • Strategic planning experience; ability to categorize, integrate, and synthesize on the fly when working with virtual "whiteboard" or other tools.
  • Proven ability to brief diverse audiences from CIOs to technical teams, influence without authority, build consensus, and drive engagement towards project solution and successful achievement of objectives.
  • Technical expertise or general understanding of IT operations, technology, and concepts.
  • Familiarity with Smartsheet.
  • Excellent written and verbal communication skills.
  • Exceptional organization skills.
  • Must be live near the Silver Spring/DC area.


Desired But Not Required Qualifications:

  • Advanced proficiency with Smartsheet.
  • Experience with IT modernization projects (not just application development projects).
  • Prior experience helping build, mature, or scale a Project Management Office (PMO) from the ground up within a federal agency environment.
