Position Summary
The Director of Technical Projects oversees the full lifecycle of Hull, Mechanical & Electrical (HM&E) systems, including receipt, staging, quality assurance, storage, installation, testing, and delivery. The role serves as the primary technical liaison with the Customer, supports engineering interactions with NAVSEA and classification authorities, coordinates technical modifications, and partners with Program Management and Technical Directors to evaluate and approve technical changes.
Domestic and international travel may be required.
Essential Functions
  • Own the technical execution of Hull, Mechanical & Electrical (HM&E) systems, ensuring technical integrity while managing scope, engineering deliverables, cost, schedule, quality, and contractual milestones
  • Support all phases of the program--from proposal and startup through design, construction, testing, and delivery--by coordinating engineering activities, approvals, documentation, and required testing
  • Identify and manage program risks and opportunities, oversee baseline changes, engineering change proposals (ECPs), technical issue resolution, root cause analysis, and HM&E financial performance
  • Coordinate Stakeholders and Customer Interface: Serve as the primary HM&E technical liaison across engineering, supply chain, OEMs, customers, and regulatory authorities to ensure contractual compliance
  • Other duties as assigned

Requirements
Required Skills
  • Knowledge of Hull, Mechanical & Electrical (HM&E) System design, integration, testing, lifecycle management, and shipbuilding engineering principles
  • Working knowledge of Earned Value Management (EVMS), Estimates at Completion (EAC), risk and opportunity management, baseline changes, engineering change proposals (ECPs), and Engineering design and 3D modeling software (AutoCAD, Navisworks, ShipConstructor, CADMATIC or similar)
  • Ability to lead cross-functional engineering activities, manage OEM and supplier performance, coordinate technical deliverables, oversee system integration, and ensure compliance with contractual requirements
  • Must have strong Microsoft Office Suite computer skills
  • Must have strong organizational, time management, written and verbal communication skills
  • Must have ability to maintain confidentiality and a professional demeanor
  • Must adhere to ISO and OSHA policies established by FMG and have high values for safety awareness
  • Perform supervisory responsibilities in accordance with Company policies, procedures, and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; evaluating performance; employee recognition and discipline; resolving employee concerns; and developing employees with the skills, competencies, and values needed to achieve Company goals.

Education and Experience
  • Bachelor's degree, or equivalent combination of education, training, and experience
  • 12 Years of project leadership experience in the shipbuilding industry or major defense industry required, knowledge of applicable classification society rules and requirements (ABS, DNV, Lloyd's Register, Bureau Veritas, RINA, ClassNK) preferred
  • Have or be willing to obtain security clearance required, PMP a plus
