Job description

Job Summary:
The State of Illinois is seeking a Technical Data Strategy Manager to assist in modernizing their Enterprise Data Warehouse. The role involves owning product strategy for data projects, aligning stakeholders, defining KPIs, and ensuring data governance and quality.
Responsibilities:
• Owns the product strategy for data projects, including, but not limited to, the EDW modernization
• Aligns stakeholders across HHS agencies, the EDW team, program offices, and vendors. Resolves competing priorities and trade-offs; reports strategy, roadmap, and progress to System Strategy leadership
• Defines and tracks outcome measures and KPIs for EDW modernization. Sets data governance, data quality, and master data management requirements; ensures alignment with federal reporting obligations
• Owns technical solutions, specifications, and vendor deliverables for feasibility and roadmap alignment. Directs technical staff and contractors performing development, testing, and implementation
• Coordinates technical security planning efforts for EDW modernization and other program initiatives in accordance with State of Illinois cybersecurity strategy
• Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above
Qualifications:
Required:
• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in computer science, information technology, business or other related fields
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, or data architecture
Preferred:
• Five (5) years of increasingly responsible experience in enterprise data environments
• Five (5) years of experience with hardware and software, languages, and procedures to provide assigned technical and analytical services
• Five (5) years of experience with software development
• Five (5) years of experience in network architecture and client/server technology
• Three (3) years of experience in a regulated industry such as finance or healthcare
• Three (3) years of Expert level database administration skills
• Three (3) years of experience in product management
• Three (3) years of experience with business intelligence tools
