\r\n\r\nTHE AGENCY\r\nTreasurer-Tax\r\nCollector Department's mission is to provide County departments and all other\r\ndepositing agencies with secured and convenient countywide central banking\r\nfacility and countywide central banking facility and countywide treasurer\r\nadministration services, including the investment of monies on deposit with\r\nTreasurer in the Treasurer's Investment Pool, provide real estate and personal\r\nproperty tax billing and collecting services, provide business licensing\r\nservices in the unincorporated areas of the County, and provide in-house\r\nadministration of the County's deferred compensation plan programs for eligible\r\nemployees.\r\n\r\n\r\nTHE POSITION\r\nThis class specification is located in the Office of the Treasurer-Tax Collector. Treasurer-Tax Collector's Specialists, under varying levels of supervision, will have close contact with the public, both by telephone and in person, answering questions related to unsecured and secured taxes. Unsecured taxes include Current Unsecured and Unsecured Delinquent taxes. Secured taxes include Current Secured, Secure Delinquent and Tax Defaulted Land. Incumbents receive, examine, prepare, process and maintain a variety of documents; assure adherence to legal procedures, collect fees, record, distribute and reproduce copies of documents and perform related duties as required.\r\n\r\n\r\nThis is the advanced journey level classification in the series. Whereas the lower classification of Treasurer Tax Collector Specialist I & II is flexibly staffed, the Treasurer Tax Collector Specialist III position is appointed through competitive examination. Incumbents, under general supervision, perform the most complex duties involving property taxation and/or secured and unsecured bankruptcy. MINIMUM QUALIFICATIONS
TO\r\nQUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM\r\nREQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I or II).\r\n\r\n\r\n\r\nEither I\r\n\r\n\r\n\r\nThe equivalent of one year of full-time experience in the class of Treasurer-Tax Collector's Specialist II or in an equivalent or higher-level class in Alameda County classified service, which must have included duties similar to those of Treasurer-Tax Collector Specialist II. \r\n\r\n\r\nOR II\r\n\r\n\r\nThe equivalent of two years of full-time experience performing duties of a complex and technical nature in applying legal statutes and rules requiring expertise and special knowledge, independent interpretation, problem-solving, and research of complex legal documents.\r\n\r\nNOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.\r\n\r\n
KNOWLEDGE AND SKILLS
The\r\nmost suitably qualified candidates will possess the following competencies:\r\n\r\n\r\nKnowledge of:\r\n\r\n\r\n Techniques and practices for dealing with individuals from various socioeconomic and ethnic groups both on the telephone and in person and through correspondence (including stressful contact with irate and hostile individuals).\r\n Modern office practices and procedures including the use of computer hardware and software and related equipment.\r\n Laws, regulations, and codes governing the taxation of property.\r\n Legal terminology applicable.\r\n Business correspondence, filing, and standard office equipment operations.\r\n Business arithmetic.\r\n\r\n\r\n\r\n\r\n\r\nAbility to: \r\n\r\n\r\n\r\n\r\n Establish and maintain effective working relationships with the public (including stressful contacts with irate persons), staff, peers, and other agencies.\r\n Learn and use software applications specific to the Office of the Treasurer-Tax Collector.\r\n Learn and apply complex laws, regulations and codes governing the taxation of real property.\r\n Perform extensive research of Tax Collector, Assessor and Clerk-Recorder files/records to compile reports and formulate responses.\r\n Prioritize work and coordinate several activities to meet critical mandated deadlines. \r\n Perform detailed and accurate review of legal documents for completeness of information and conformance with requirements. \r\n Exercise independent judgment in determining proper work methods and procedures and assembling and evaluating information. \r\n Analyze, evaluate, and draw logical conclusions. \r\n Organize and maintain accurate files and records.\r\n Perform detailed office support work. \r\n Perform accurate arithmetic calculations.\r\n Communicate effectively orally and in writing.\r\n Understand and follow complex oral and written instructions. \r\n Work independently and carry out assignments with minimal supervision. \r\n\r\n\r\n\r\n\r\n
EXAMINATION COMPONENTS
THE EXAMINATION WILL\r\nCONSIST OF THE FOLLOWING STEPS:\r\n\r\n\r\n\r\n\r\n A review of\r\n applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum\r\n requirements for the class will move on to the next step in the examination\r\n process.\r\n Apre-recorded virtual oral examination\r\n which will be weighted as 100% of the candidates' final examination score.
