An exciting opportunity for a Senior Subcontract Program Manager (SPM) to engage and support the International Strategic Air Program Area offering the full life cycle range of programs within this portfolio delivering critical capabilities to our Customer and warfighter. This individual will be afforded the opportunity to shape critical supplier relationships, assist in the management of this portfolio, and operate as the integrated product team lead and a member of the portfolio leadership team.

In this role you will:
  • Develop and execute strategies for the successful performance of subcontractors providing mission critical materials, equipment, supplies and services of a highly-specialized and complex nature through all phases of the program lifecycle.
  • Evaluate, negotiate, and manage assigned subcontracts to perform to each project's specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontract.
  • Author, manage and influence critical path releases of Statements of Works (SOWs) and plans to align with required schedules and subcontractor lead times
  • Deliver quality customer service to both internal and external customers and foster and maintain good supplier relationships, while driving a Zero Defect mindset with suppliers.
  • Participate in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s).

Required Skills and Education
  • Ability to travel approximately 25% of the time
  • Typically a Bachelor's Degree and 10 years work experience or equivalent experience
  • Experience in Subcontract Management, Project Management and/or Program Management
  • Strong demonstrated negotiation skills and strategies
  • Develop stragtic plans to support new business capture to include requirement shapeing, proposal develop/analysis, negotiation and successful requirement execution.
  • Experience developing long-term strategies and tactical plans to achieve enterprise objectives.
  • Successful, proven record of leading and managing multi-discipline integrated project teams
  • Strong interpersonal skills with a focus on strong relationship development, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels
  • Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
  • Experience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.
  • Ability to communicate with senior management regarding subcontract performance status (cost / schedule / resources / risk) as well as performance to financial objectives
  • Experience communicating externally with both customers and suppliers
  • Technical and business acumen
  • Control Account Management (CAM) experience (at minimum, CAM trained)

  • Demonstrated Risk Management experience
  • Experience with information systems such as Oracle
  • Knowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
  • Significant experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)
  • Strong organizational skills to handle many overlapping projects simultaneously
  • Willingness and desire for continuous improvement.
  • Earned Value Management and Lifecycle Management experience
  • Professional Supply Chain Certification: C.P.M., C.P.S.M., P.M.P.
  • Graduate degree in a related field, i.e.: JD.
