About This Role
We are seeking a dynamic and experienced Sr Subcontracts Program Manager to lead and coordinate management of mission critical subcontractors alongside our Integrated Supply Chain (ISC) team. This role is responsible for bridging the gap between the prime contract Program Management Office (PMO) and external vendors, overseeing the end-to-end lifecycle of high-value subcontracts. The Sr Subk PM is ultimately responsible for the cost, schedule, and technical performance of these subcontracts and reporting on these metrics to the prime customer. This role requires direct involvement with subcontractors alongside their assigned ISC representative. 
The ideal candidate will have strong program management skills, depth of experience working with subcontractors, and proven success working with ISC and cross-functional teams to achieve project goals.

Primary Responsibilities:

  • Supplier Leadership: Lead cross-functional subcontract management teams to ensure vendors meet milestones, quality standards, and technical requirements. 
  • ISC Partnership: Function as the primary PMO representative to ISC. Assist in identifying appropriate functional groups within the organization and driving execution of subcontract relevant actions.
  • Subcontract Performance: Continuously monitor subcontractor performance against established KPIs and project milestones. Work with ISC to implement corrective actions when performance issues arise. Provide status and appropriate risk escalation to senior management and customer stakeholders. Take on a lead role in regular engagements with critical subcontractors. Travel to supplier sites as necessary.
  • Financial Oversight: Be directly involved in Earned Value Management (EVM), Cost Account Management (CAM), and Estimate at Completion (EAC) processes to track vendor expenditures.
  • Risk Management: Proactively identify supplier risks and develop mitigation plans to protect program cost and schedule. 
  • Strategic Planning: Ensure subcontractor direction and performance align with the overall program objectives.
  • Scope Management: Oversee Statement of Work (SOW) generation for new sources and manage any SOW deltas / change proposals. Assist with RFP generation and assist with technical evaluations and cost analysis of subcontractor bids.

Qualifications
Required Qualifications:

  • Bachelor's degree in Business Administration, Supply Chain Management, Engineering, Project Management, or a related field. 
  • 15 years of experience in Aerospace or Defense program management, subcontractor management, supply chain, or a related field.
  • Experience developing complex SOWs based on customer flow-downs 
  • Proven success managing various subcontract types (FFP, CPIF, CPAF etc.).
  • Deep understanding of DoD FAR / DFARS clauses.
  • Proficiency in MS Office applications (Word, Excel, PowerPoint, Project). 
  • Strong program and project management skills.
  • Excellent communication and interpersonal skills.
  • Candidates must be US citizens and either have or be eligible to obtain a Secret government security clearance.

Preferred Qualifications

  • Certification in Project Management (PMP), Program Management Professional (PgMP), or equivalent. 
  • Proven success managing complex subcontracts under difficult constraints by building trust / networks within the supply base and internal ISC organization.
