Affordable Housing Development Manager
Full Time | Day Shift
Pay: Starting at $85,000/year
Lutheran Social Services of Central Ohio is currently seeking an Affordable Housing Development Manager. Affordable Housing offers reliable and affordable apartments to more than 1,000 seniors throughout Ohio at 21 sites.
The ideal candidate will share Our Mission: Creating a better world by serving people in need.
Requirements for an Affordable Housing Development Manager with Lutheran Social Services:
  • Bachelor's degree in real estate, finance, business administration, urban planning, public administration, or related field.
  • 3 to 5 years experience in affordable housing development, project management, or asset management
  • Familiarity with one or more of the following: (1) LIHTC transactions or (2) HUD programs (including Section 8, 202, or RAD)
  • Experience working with or learning HUD program requirements and applying them in development or asset management contexts
  • Experience analyzing property financials, operating performance, and capital needs
  • Experience coordinating design, construction, or rehabilitation projects
  • Direct experience with RAD for PRAC conversions preferred
  • Familiarity with pro forma development, sources and uses analysis, or capital stack structuring
  • Valid Ohio driver's license, access to reliable insured transportation and ability to meet LSS insurance standards required

Responsibilities for a Affordable Housing Development Manager with Lutheran Social Services:
  • Manage redevelopment projects, including RAD, LIHTC, and FHA transactions, ensuring milestones, budgets, schedules, and deliverables stay on track.
  • Coordinate cross-functional teams across operations, property management, maintenance, finance, and leadership to support project success.
  • Serve as the primary liaison with developers, contractors, architects, lenders, and other external partners.
  • Prepare and submit financing and funding applications, including FHA, LIHTC, and RAD programs.
  • Analyze housing portfolio performance, capital needs, redevelopment opportunities, and long-term investment strategies.
  • Develop and recommend portfolio plans, project priorities, and redevelopment sequencing aligned with organizational goals.
  • Evaluate property operations, compliance, and capital improvement needs to support future redevelopment initiatives.
  • Identify project risks, develop solutions, and provide recommendations to leadership for informed decision-making.
  • Lead resident impact planning and stakeholder communication throughout redevelopment activities.
  • Build internal development expertise by documenting processes, researching housing finance programs, and establishing best practices for future projects.
