We are seeking a talented individual to join our Infrastructure team as a Senior Proposal Advisor. If you are naturally curious, enjoy building relationships, have strong technical writing skills, and a keen understanding of proposal development, this could be the opportunity you've been looking for to advance your career. Working alongside a dynamic team, you will be responsible for preparing high-quality proposal documents that meet the organization's standards of excellence.

Although the core Proposal team is based in Québec City, you may choose to work from any of our offices located in Québec City, Sherbrooke, Baie-Comeau, Saguenay, Montréal, Laval, or Gatineau—whichever best suits your needs. You will also benefit from a hybrid work schedule, combining remote work with two (2) days per week in the office. Reporting to the Director, Proposals and Business Strategy – Infrastructure, the successful candidate will be responsible for developing proposals in response to Requests for Proposals (RFPs) for the Infrastructure sector across the province. For the proposals under their responsibility, they will coordinate all related activities and tasks, collaborate with various stakeholders (subject matter experts, capture strategy leads, engineers, etc.), prepare proposal documents in close collaboration with multidisciplinary internal teams and external partners (joint ventures and subcontractors), ensure deadlines are met, and oversee the final submission of proposals in accordance with quality standards and best practices.

Primary Responsibilities

  • Analyze Requests for Proposals (RFPs), identify key requirements, and participate in or facilitate meetings aimed at developing competitive, high-quality proposals
  • Coordinate the preparation of proposals under your responsibility, including organizing kickoff and pricing review meetings, developing templates and organizational charts, writing methodology sections and staff qualifications, and coordinating administrative and graphic design activities
  • Monitor proposal schedules and track the progress of both technical and financial submissions
  • Leverage internal expertise, qualifications, and resources to develop compelling, value-added proposals
  • Develop and apply best practices to improve the efficiency of the proposal development process and enhance the competitiveness of submissions
  • Contribute to the continuous improvement of proposal processes and optimize existing tools to strengthen proposal quality and business development efforts
Qualifications
  • Diploma or degree in Communications, Marketing, Translation, Technical Writing, or a related field (college diploma, bachelor's degree, or an equivalent combination of education and relevant experience)
  • Minimum of seven (7) years of experience in technical writing or proposal development
  • Excellent command of both French and English, spoken and written. Bilingualism is a significant asset, as it enables effective collaboration with a wide range of stakeholders
  • Good knowledge of Québec and Canadian public-sector organizations (municipalities, provincial and federal governments, Hydro-Québec, etc.)
  • Experience collaborating with multiple stakeholders, including internal teams and external partners such as joint venture partners and subcontractors
  • Strong organizational and time management skills, with the ability to manage multiple projects simultaneously, work under tight deadlines, and effectively prioritize competing demands
  • Ability to work independently as well as collaboratively in a team environment
  • High degree of autonomy, initiative, and collaborative leadership
  • Proficiency with AI tools and Microsoft Office applications (Office Suite, SharePoint, etc.)
  • Integrity, team spirit, and a commitment to excellence
  • Experience or a strong interest in developing proposals for Indigenous community clients (an asset)
  • Knowledge of the consulting engineering industry (an asset)
