City/State/Region:  Scott AFB, IL 62225

Location: Hybrid (Telework / Onsite occasionally)

onsite for GFE issuance / updates and periodic high profile onsite meetings  (partial day every couple weeks).

Clearance:  Active Secret clearance is required, Top-Secret is preferred.

Overview:

Our client is seeking an experienced and detail-oriented Technical Writer to support the Mobility Air Forces (MAF) Mission Planning Systems (MPS) Capability Drop-4 (CD-4) program. This role provides technical writing and documentation expertise in direct support of Air Mobility Command (AMC) mission planning modernization initiatives.

The Technical Writer plays a critical role in developing, maintaining, and publishing high-visibility JCIDS and requirements documentation, including MAF Concepts of Employment (CONEMPs), Information System Capability Development Documents (IS-CDDs), and related artifacts that define MAF-specific Mission Planning System requirements.

The ideal candidate brings exceptional technical writing skills, a strong understanding of systems requirements analysis, JCIDS processes, and DOTMLPF-P integration, and the ability to translate complex operational and technical concepts into clear, compliant, and actionable documentation for operational, acquisition, and senior leadership stakeholders.

Key Responsibilities:

  • Research, draft, edit, and publish MAF Mission Planning Systems (MPS) CD-4 documentation, including but not limited to:

    • Information System Capability Development Documents (IS-CDDs)

    • Operational Concepts of Employment (OCE)

    • MAF Concepts of Employment (CONEMPs)

    • Core competencies, use cases, scenarios, vignettes, and training materials

  • Translate complex technical, operational, and system requirements into clear, concise, and accurate documentation in accordance with JCIDS, Air Force, and DoD standards.

  • Develop and maintain documentation in alignment with the Joint Capabilities Integration and Development System (JCIDS) lifecycle and governance requirements.

  • Collaborate closely with subject matter experts (SMEs), engineers, system analysts, and operational leads to gather inputs, validate content, and ensure consistency across deliverables.

  • Support requirements traceability, test metric development, and vignette and use-case creation to validate capability needs and operational outcomes.

  • Integrate DOTMLPF-P considerations across all documentation to ensure comprehensive capability representation.

  • Prepare and maintain meeting minutes, Monthly Status Reports (MSRs), briefing materials, and technical document reviews.

  • Format, edit, and manage technical documentation within SharePoint, Microsoft Teams, and other version-controlled repositories.

  • Ensure compliance with Air Force templates, configuration management standards, and document control procedures.

  • Support leadership and stakeholder briefings through professionally developed written materials, summaries, and presentation content.

Clearance Requirements:  Active Secret clearance is required; Top-Secret with SCI Eligibility is preferred.

Qualifications:

  • Bachelor’s degree in Communications, Technical Writing, Business, Computer Science, or a related field. 

    • Equivalent experience in technical documentation and federal program support may be considered in lieu of a degree.

    • Certifications in technical writing, documentation standards, or SharePoint administration are highly desirable but not required.

  • Minimum of 5 years of experience in technical writing, documentation development, or program support roles supporting DoD or federal programs.

  • Demonstrated experience preparing executive-level documents, reports, meeting minutes, and briefing materials.

  • Proven experience developing and editing technical, operational, or requirements-based documentation.

  • Experience working with version-controlled documentation environments and collaboration platforms.

  • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).

  • Strong experience managing documentation in SharePoint and Microsoft Teams.

  • Proficiency with Adobe Acrobat for document formatting, redlining, and PDF production.

  • Familiarity with collaboration and task-tracking tools (SharePoint workflows, Teams, project trackers).

  • Highly Preferred:

    • Hands-on experience supporting Air Force mission planning systems or similar DoD software systems.

    • Familiarity with JIRA and Confluence for requirements tracking and documentation collaboration.

    • Prior experience supporting JCIDS documentation or capability development efforts.
