Overview
Job Title: Operations Planner (Lead)
Location: Las Vegas, Nevada
Rivet Operations Company is looking for a Operations Planner (Lead) to provide
data analysis, specifically targeted at improving efficiency, quality and productivity
with the 99th Civil Engineer Squadron at Nellis AFB. This role is responsible for
maintaining data entry quality and accuracy standards in accordance with Air Force
policy and NexGen IT procedures, overseeing NexGen IT requirements for all
Operations Flight sections, and serving as the primary liaison with the AFCEC on all
NexGen IT matters.
The Operations Planner (Lead) acts as the central planner and coordinator for work
tasks flowing through the Civil Engineer (CE) Operations Flight shops. This includes
receiving and evaluating repair, modification, conversion, and new construction
requests; determining the legality and feasibility of requested work; developing
detailed instruction sheets and work schedules; and building critical-path network
plans for large or multi-craft projects. The Operations Planner (Lead) will select and
requisition materials, coordinate with shop foremen and craftsmen, and track each
work task through to completion.
The Operations Planner (Lead) will manage the Preventative Maintenance (PM)
Program, develop the fiscal year project execution plan, and monitor budgets and funding balances (COCESS, GPC, and Prime Vendor) to ensure the most cost-effective acquisition methods are used. This role trains personnel on NexGen IT standards, provides professional customer contact across the installation, delivers weekly productivity and quality reporting to leadership, and ensures strict compliance with all applicable health, safety, and environmental rules and Air Force guidance.
Key Responsibilities
Serves as the Power User for NexGen IT systems, oversees NexGen IT requirements across all Operations Flight sections, works directly with AFCEC on all related matters, and maintains/reviews data entry quality, timeliness, and accuracy per Air Force policy and NexGen IT guidance.
Provides weekly reporting (via CC/CD or KPI Web Reporting Tool) on productivity, service quality, workload, manpower balance/skills mix, and PM data completeness; analyzes data and briefs project status.
Trains personnel on SMS, NexGen IT data entry standards, and transforming-technology tools; facilitates facility manager training and system access; provides professional customer contact; and maintains correspondence, briefings, and project records.
Receives and examines work task requests for repair, modification, conversion, or new construction, and determines legality against applicable regulations and policies.
Manages the PM Program, develops and prioritizes the fiscal year execution plan, and tracks budgets and funding (COCESS, GPC, Prime Vendor).
This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives.
Requirements
Required Qualifications
Power User-level proficiency with NexGen IT systems and Sustainment Management System (SMS) data entry standards.
Working knowledge of CE Operations Flight business practices, work management processes, and Preventative Maintenance (PM) program management.
Strong data analysis skills, including collecting, analyzing, and reporting on productivity, quality, workload, manpower balance, and PM completeness metrics.
Proficiency with Microsoft Office Suite.
Preferred Qualifications
Bachelors degree in Engineering, Construction Management, Business/Data Management, or a related field from an accredited institution; OR an equivalent combination of technical training and directly related experience.
Knowledge of Department of Defense (DoD) or U.S. Air Force environments.
Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
Strong leadership, communication, organizational, and problem-solving skills.
Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.
Security: Requires the applicant to possess and maintain an active Secret clearance for the position.
