Senior Intelligence Program Manager
Location: Pentagon (Onsite)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work related)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.

  • Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.

  • Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:
The Senior Intelligence Program Manager (SIPM) will provide program management support to the Office of the Secretary of War (OSW) H&SA-Office of Irregular Warfare. The SIPM will manage a complex effort, overseeing implementation of a multi-implementer project. This person must have experience in planning, organizing, and overseeing U.S. government programs while ensuring adherence to project management standards. This role will work with intelligence and operational partners to ensure a coordinated set of activities make tangible, demonstrable progress against the directed problem set.
Per PWS Labor Category, Intelligence Program Manager, p 78, specific responsibilities include but are not limited to:
  • Oversee and lead an OSW/H&SA/IWD mission as a member of a cross-functional team. Supporting and reporting on a specific Congressionally funded program problem set.

  • Analyze and develop long-term plans pertaining to Intelligence strategy, modernization, doctrine, policy, and programming activities.

  • Collaborate with OSW/H&SA/IWD and the Combatant Command J2s to create Measures of Performance (MOP), Measures of Effectiveness (MOE), Key Performance Indicators, and decision matrices and frameworks.

  • Support the decision-making process, implement quality assurance measures, and compliance with regulatory requirements, managing changes to the program.

  • Ensure compliance with security protocols and classification guidelines and safeguard sensitive information.

  • Construct and maintain, as required, logs and databases that allow for tracking and recording of events within strategic efforts and programs for tracking of outcomes, Return-on-Investment, end-of-year analyses and performance report preparation.

  • Review and interpret policy and strategic guidance from OSW (H&SA) and other governmental stakeholders for IWD program equities.

  • Provide all necessary strategic, integrated, and synchronized resources, editing, and correspondence reviews.

  • Plan and coordinate execution of senior-led events, ensuring appropriate protocol is followed.

  • Proactively leverage, research, analyze, and coordinate tasks, partners, schedules and requirements.

Qualifications:
The candidate must have the following qualifications:
  • Minimum of 10 years of intelligence experience.

  • Minimum 6 years in support of a DoW component, preferably at a Combatant Command.

  • Experience in developing program plans, defining objectives, and overseeing the execution of intelligence projects and initiatives.

  • Experience with briefing senior-level leadership using various Information Visualization Tools.

  • Intermediate to advanced data analytics experience and skill set.

  • Experience in collaborating with senior DoW clients on a regular basis on transformation projects.

  • Ability to write and produce compelling papers and briefings and present to senior audiences with significant impact.

The following qualifications are desired:
  • Experience in the Intelligence Community (IC)

  • Knowledge of geo-politics, supply chain management, global economics, and strategic competition.

  • Knowledge and skill in Generative AI methods and tools.

  • Program Management Professional (PMP) Certification.

Travel: Some local and TDY travel expected, less than >10%.
