Position: Senior Intelligence Analyst Type: Full-Time Location: Coronado, CA Travel: 10% Clearance: TS/SCI **CONTINGENT UPON AWARD** Position Summary: The Senior Intelligence Analyst provides expert-level intelligence fusion and analysis in direct support of Naval Special Warfare operations. This position integrates multi-discipline intelligence data to produce actionable insights, supports operational planning efforts, and delivers time-sensitive intelligence to enable mission success. The analyst operates as part of a high-performing team providing reach back support to forward-deployed SOF elements. This role directly impacts operational decision-making and enhances situational awareness across dynamic mission environments. Duties and Responsibilities: โ€ข Work with senior operators and intelligence professionals as part of a collaborative team focused on tactical and operational objectives. To accomplish this, the Senior All Source Analyst Contractor shall be a seasoned professional with extensive intelligence support and problem-solving experience. The Senior All Source Analyst Contractor will be a critical component of a small, multi-functional intelligence analysis and fusion team that is responsible for the production of intelligence assessments in support of deployed NSW forces. The Senior All Source Analyst Contractor shall understand and apply senior-level management concepts to positively impact analytical processes and activities. โ€ข Support MSC with comprehensive and integrated analysis of threats to support and provide informed and accurate recommendations for mission planning, the employment of NSW forces and capabilities in deliberate, dynamic, and time-sensitive environments. This will include both long term assessments and short-term analysis of developing and near real-time events that shape operations, actions, and other activities. โ€ข Aid on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent policies, strategies, and inform planning efforts and new concept development. โ€ข Leverage small MSC teams to conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios. The Contractor will also lead MSC efforts with other warfighting and IC partners to identify critical vulnerabilities and gaps in adversary capabilities that can be exploited by NSW forces using both emergent and existing technologies and processes. โ€ข Provide functional area and subject matter expertise in matters related to East and Northeast Asia. โ€ข Request for Information (RFI) Production Support. (Note: Aligned with previously recommended tasking). Alone or as a part of a team, research, acquire, process, analyze, and fuse data to derive usable intelligence. Interact across the IC to achieve useful results for NSW. Generate tailored intelligence data, products, and services that meet the needs of MSC's customers. โ€ข Operational Planning Support. Alone or as part of a team, research, analyze, and generate data, products, or services that support operational planning across the entire spectrum of SOF conflict. Assist in developing tactical recommendations to operations planners. Assist in generating operational plans (OPLANs), concept plans (CONPLANs), concepts of operations (CONOPS), and other mission feasibility and planning products as needed. โ€ข Process Improvement Support. Alone or as part of a team, periodically review Standard Operating Procedures (SOPs), technical procedures, best practices, hardware and software tools, and data sources and repositories to determine if they remain effective and relevant or if new ones are required. Assist in drafting requirements for new capabilities. โ€ข Training and Qualification Support. Alone or as part of a team, as directed acquire, review, edit, or generate new training materials and modules pertaining to all source analysis activities. As needed, provide that training to junior analysts. Recommend qualification standards for analysts. Required Skills and Abilities: Basic Requirements. To be effective, the Senior All Source Analyst Contractor: โ€ข Shall possess a Top-Secret clearance with access to Sensitive Compartmented Information (SCI). โ€ข Shall possess or be able to obtain a valid U.S. passport prior to onboarding. โ€ข Shall have demonstrated experience and ability to research, gather data, assemble and analyze facts, draw conclusions, and develop solutions to intelligence- and system-related problems. โ€ข Shall have a comprehensive knowledge of intelligence data types, formats, structures, and applicability of existing intelligence databases (e.g., MIDB, TAC, Palantir). โ€ข Shall possess knowledge and ability to use email and Microsoft Office applications (at a minimum including Outlook, MS Word, Excel, and PowerPoint). โ€ข Shall possess excellent work ethics, verbal and written communication skills, and be detailed and accurate in performing all administrative and routine functions. โ€ข Shall write clear and complete correspondence in standard military formats (e.g., OPORDs, WARNORDs, SITREPs). Specific Attributes. (Measurable Evaluation Criteria) The Senior All Source Analyst Contractor shall be a proven, experienced, senior intelligence or cryptologic professional. The Contractor shall explicitly document the following but not limited to knowledge, skills, and experience: โ€ข Minimum of TEN (10) years cumulative professional experience working directly in the intelligence and/or cryptologic community (verifiable via employment history and assigned billets). โ€ข Minimum of three (3) years' experience working with or providing direct support to NSW Forces. โ€ข Documented experience working "hard target" analysis at the NSW, interagency, or IC level. โ€ข Minimum of three (3) years of documented experience serving on, or providing direct intelligence support to, an operational NSW Task Groups. The resume must demonstrate performance in at least two of the following three capacities: 2.4.4.1 Acting as an Intelligence or Cryptologic Branch Chief/NCOIC. o Direct participation in OPLAN/CONPLAN/CONOP development, staffing, and approval. o Providing tailored Information Warfare Community (IWC) support to maritime SOF operations. โ€ข Demonstrated capability to deliver mission-critical results under tight deadlines in a high-tempo environment. At least one (1) documented deployment to a combat zone/austere environment OR a minimum of three (3) years providing direct reach-back support to crisis response, contingency operations, or Tier 1/Tier 2 SOF elements. โ€ข Advanced problem-solving skills and experience in complex intelligence fusion. A minimum of ten (10) years conducting multi-INT fusion analysis. โ€ข Experience working with multiple intelligence disciplines (HUMINT, IMINT, GEOINT, SIGINT, OSINT). Documented utilization of cross-domain tools (e.g., SOCET GXP, Analyst Notebook, Voltron, M3, FADE/MIST, THRESHER) on the candidate's resume for a minimum of five (5) years. โ€ข Working knowledge of and experience with basic counterintelligence (CI) and Operational Security (OPSEC) procedures employed by the DoW, IC, and MSC. โ€ข Minimum of three (3) years of experience acquiring, creating, and leveraging resources and integrating advanced technologies to overcome process barriers and resolve inefficiencies. โ€ข Capable of providing innovative solutions in an agile environment. Documented experience standing up new analytic workflows/tools, OR holding an active professional certification in project management or agile methodologies (e.g., PMP, Certified Scrum Master, or equivalent DoD continuous improvement certifications). Preferential Experience. It is preferred (but not strictly required) that the Senior All Source Analyst Contractor has the following verifiable experience: โ€ข Minimum of three (3) years' experience working with or providing direct support to Special Operations Forces (SOF). โ€ข Minimum of two (2) years' experience working in the INDOPACOM Area of Responsibility (AOR) and familiarity with the unique problem sets encompassed in that AOR. โ€ข Documented experience working "hard target" analysis at the Theater Special Operations Command (TSOC), Combatant Command (COCOM), interagency, or IC level. Additional Capabilities. To be effective, the Senior All Source Analyst Contractor shall be skilled in general administrative matters and willing to work flexible or alternative hours as needed to complete the mission. The Contractor shall: โ€ข Establish and maintain an up-to-date internal (to the MSC) contact reference of the personnel and/or organizations within and outside the MSC's chain of command to assist in resolving issues pertaining to the contract. โ€ข Advise and assist MSC personnel involved in providing mission support on matters related to the Contract. Coordinate with the MSC N2N39 to optimize awareness and use of the Contract personnel's skills and capabilities. โ€ข As appropriate, assist in the review, update, and drafting of relevant MSC standard operating procedures (SOPs), technical procedures, best practices, and other instructions, as well as evaluating the quality and effectiveness of all-source analysis data sources and hardware/software tools.
