Role Overview

  • The Client is seeking an experienced Senior Business Analyst to serve as a key liaison in the modernization of the Commission's regulatory systems and digital workflows.
  • This contract position will lead business process analysis, requirements discovery, and workflow mapping to identify opportunities for operational improvement and technology modernization. The Senior Business Analyst will collaborate with program staff, the enterprise information technology division, and third-party managed services partners.
  • The ideal candidate has extensive experience facilitating requirements sessions, documenting current-state and future-state processes, and translating complex operational needs into clear, actionable technology requirements. The role will focus primarily on maximizing the Commission's existing Salesforce and Microsoft Power Apps investments.

Responsibilities

  • Workflow Mapping & Analysis: Collaborate directly with agency staff to learn, analyze, and document existing business processes and workflows Develop current-state and future-state process maps that clearly identify process gaps, bottlenecks, risks, dependencies, and opportunities for improvement
  • Requirements Translation: Lead the discovery, translation, and documentation of business needs into clear technical requirements and functional specifications.
  • Liaison: Serve as a core communicator between business-side agency staff, enterprise IT, and third-party managed services vendors.
  • Solution Proposal: Propose actionable, efficient technology solutions that maximize the value of existing Salesforce and PowerApps investments.
  • User Acceptance Testing (UAT): Develop or support the development of user acceptance testing plans, scenarios, scripts, and acceptance criteria, coordinate UAT activities with agency staff and technical teams, track defects, document test results, and support issue resolution and retesting and confirm that delivered functionality meets approved requirements and business expectations before implementation.
  • Change Management Support: Conduct system demonstrations, user walkthroughs, and knowledge-transfer sessions, support end-user adoption and collect feedback following implementation and assist with post-implementation reviews to identify additional improvements.

Qualifications

Required:

  • 5+ years of experience as a Senior Business Analyst or Systems Analyst in a complex IT environment.
  • Proven expertise in business process mapping, workflow modeling, and structured requirements gathering.
  • Demonstrated experience working with Salesforce and/or Microsoft PowerApps environments.
  • Strong background in managing relationships between internal business units, corporate IT, and external vendors.
  • Preferred:
  • Prior experience working within a government or public sector environment.
  • Professional experience or domain knowledge in the Cannabis licensing and regulation sector.
  • Salesforce Certified Business Analyst or equivalent credential.

Technical Skills and Relevant Technologies

  • Proficiency with process-mapping software (e.g., Lucidchart, Visio, or Miro).
  • Strong hands-on understanding of Salesforce capabilities (objects, fields, page layouts, basic automation) and PowerApps components.
  • Familiarity with Agile project management tools.

  • Strong verbal and written communication skills to articulate technical ideas to non-technical staff.
  • Collaborative, proactive, and patient approach to navigating government environments
