Job description

Overview BLUEHAWK is seeking a HUMINT Collection Manager (Mid) to support strategic CI-HUMINT collection management, intelligence oversight, operational assessments, and collection requirements management in support of U.S. Army Intelligence and Security Command (INSCOM) missions. The selected candidate will provide subject matter expertise on HUMINT collection management activities, support senior leadership decision-making, conduct collection gap analysis, evaluate HUMINT reporting, and assist in the development of collection management policies and operational guidance. This position requires a strong understanding of the intelligence cycle, CI-HUMINT operations, and collection management processes within Army and Intelligence Community environments. Responsibilities * Provide subject matter expertise to INSCOM senior leadership on HUMINT Collection Management activities and operational priorities.
* Support the Protection Collection Management Board (PCMB) by providing written feedback, recommendations, and executive-level summaries focused on HUMINT equities and operational impacts.
* Attend and support recurring operational updates with INSCOM Major Subordinate Commands (MSCs).
* Conduct HUMINT Collection Requirements gap analysis and develop recommendations to address intelligence shortfalls and operational requirements.
* Coordinate collection nominations and support the validation and prioritization of HUMINT collection requirements.
* Evaluate Intelligence Information Reports (IIRs) and provide critical-thinking feedback to improve collection effectiveness and operational outcomes.
* Assess HUMINT reporting against collection objectives and validated operational requirements.
* Support the publication and maintenance of collection management policies, source management policies, HUMINT Operating Directives, and Army Collection Program Reviews.
* Produce intelligence assessments, reports, briefings, executive summaries, and operational updates for senior military and intelligence leaders.
* Coordinate with Army, DoD, and Intelligence Community stakeholders to synchronize collection priorities and mission requirements.
* Support intelligence oversight, requirements management, reporting evaluations, and operational assessments.
* Perform additional duties, responsibilities, and mission support activities as required. Qualifications Clearance * Active TS/SCI clearance.
* Must be willing and able to successfully complete a Counterintelligence-Scope Polygraph examination with a No Deception Indicated (NDI) result on a pre-appointment and periodic basis.
Education * Bachelor's degree from an accredited institution.
Certifications * DoD or Intelligence Community Collection Management Certification.
Military / Government Training Must have completed one of the following: * U.S. Government All-Source Intelligence certification course or program.
* HT-JCOE Joint CI-HUMINT Analysis and Targeting Course.
* DIA Targeting Officer Course / Fundamentals of HUMINT Targeting Course (FHTC).
* Intelligence Community equivalent targeting or collection management training.
Required Experience * 8+ years of full-time experience in a strategic CI-HUMINT Collection Management role.
* 3+ years evaluating Intelligence Information Reports (IIRs) and providing critical-thinking feedback to shape collection operations.
* 5+ years as an intelligence analyst supporting Military Intelligence, Intelligence Community, Counterintelligence (CI), HUMINT, Signature Reduction (SR), or other sensitive intelligence activities.
* Demonstrated knowledge of the intelligence cycle, CI-HUMINT operations, and HUMINT Collection Management principles.
* Experience conducting collection requirements analysis, operational assessments, and reporting evaluations.
Required Knowledge & Skills * Advanced proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
* Strong understanding of HUMINT collection management, intelligence requirements management, and collection prioritization.
* Experience supporting senior leaders through briefings, executive summaries, and written assessments.
* Knowledge and experience applying Intelligence Community Directives (ICDs), including:
* ICD 203 - Analytic Standards
* ICD 206 - Sourcing Requirements
* ICD 300 - Collection Management
* ICD 501 - Discovery and Dissemination
* ICD 704 - Personnel Security
* ICD 707 - Counterintelligence and Insider Threat
* Ability to assess intelligence gaps, collection effectiveness, and reporting quality.
* Strong written and verbal communication skills.
* Ability to manage multiple priorities in a fast-paced operational environment.
* Ability to work independently while coordinating with diverse stakeholders across Army, DoD, and Intelligence Community organizations.
Preferred Qualifications * Experience supporting INSCOM, Army HUMINT operations, or strategic collection management programs.
* Experience supporting Protection Collection Management Boards (PCMBs) or similar collection governance forums.
* Experience drafting HUMINT Operating Directives, collection management policies, or source management guidance.
* Experience supporting Army Collection Program Reviews.
* Experience briefing senior military leaders, General Officers, SES personnel, and Intelligence Community stakeholders.
