Job description

Responsibilities

The Collection Management Lead (CM Lead) serves as Peraton's senior collection management authority embedded within the USCYBERCOM J2 Directorate. This leader reports to the Peraton Program Manager for all contract and administrative matters while working shoulder-to-shoulder with government collection managers to ensure analytic teams have the all-source information they need to accomplish the mission. The CM Lead bridges Peraton's contractual obligations with the J2's operational collection priorities, ensuring seamless integration across all intelligence disciplines.

Reports to the Peraton Program Manager for contract and administrative matters. Coordinates across intelligence discipline leads within the J2 Directorate, working shoulder-to-shoulder with government collection managers to ensure analytic teams have the all-source information they need. Bridges Peraton's contractual obligations with the J2's operational collection priorities.

  • Ensures J2 analytic teams are equipped with comprehensive all-source information necessary to support command intelligence requirements.
  • Works collaboratively with all team collection management personnel to synchronize collection efforts across intelligence disciplines.
  • Centers collection efforts on operational needs, ensuring collection priorities align with command mission requirements.
  • Maintains current awareness of evolving collection capabilities across SIGINT, HUMINT, GEOINT, OSINT, MASINT, and TECHINT disciplines.
  • Provides currency and fluency training on collection systems and platforms to ensure workforce proficiency.
  • Coordinates intelligence-enabling access operations to support analytic and operational requirements.
  • Oversees collection management trend analysis and performance data to identify improvement areas.
  • Supports the establishment of a complete intelligence picture across all collection disciplines, with expert understanding of cyber collection nuances.
  • Manages collection tasking requirements across all applicable intelligence disciplines.
  • Identifies gaps in collection coverage and develops strategies to address shortfalls.
  • Coordinates with subordinate commands and partner organizations to maximize collection effectiveness.
  • Supports development of collection requirements in response to Priority Intelligence Requirements (PIRs) and Commander's Critical Information Requirements (CCIRs).
Qualifications

Required Qualifications

  • Minimum 20 years of intelligence experience, with at least 10 years of collection management experience across multiple intelligence disciplines. Minimum 5 years of cyber intelligence collection experience. Prior experience in a lead or supervisory collection management capacity required.
  • Bachelor's degree required in Intelligence Studies, Information Systems, or a related field. Master's degree preferred.
  • Must have Top Secret/SCI with Poly Security clearance 
  • Expert-level knowledge of the full range of intelligence collection disciplines (SIGINT, HUMINT, GEOINT, OSINT, MASINT, TECHINT).
  • Expert proficiency in collection tasking requirements specific to each intelligence discipline.
  • Expert understanding of cyber intelligence collection nuances and unique requirements.
  • Deep understanding of tactical force collection needs in a cyberspace operations environment.
  • Demonstrated experience with evolving collection capabilities and emerging platforms.
  • Meets DoD 8140 requirements for All-Source Collection Manager (DCWF IN-311) at the Advanced proficiency level.

Preferred Qualifications

  • Proficiency with Coliseum, HOTR, NHRTC, OSCAR-MS, GIMS, CHROME, NSRP, OSCARMS, CRMx, and/or JIPCL collection management systems.
  • Graduate of an in-residence DoD or IC collection management course.
  • Prior experience supporting USCYBERCOM or NSA collection operations.
  • Familiarity with COF collection operations and requirements.

Target Salary Range$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
