Job description

BASIC FUNCTIONS :
The Principal Consultant/Exec. (R/A) performs a variety of special projects and analysis for Senate Rules. This includes, but is not limited to, Capitol Annex projects; assisting with Senate Operating Fund budget projections and analysis related to Assembly Bill 1; assisting with internal audits; and other research projects.
DUTIES:
The Principal Consultant/Exec. (R/A) provides analysis and recommendations for a variety of special projects. These include, but are not limited to, requests of the Secretary of the Senate and the impacts on current and future budgets; reviewing and recommending updates to existing Senate policies; and preparing, analyzing, and reporting on long-term and short-term financial performance.
Additionally, this role will provide critical Capitol Annex funding analysis and recommendations.
This role is also responsible for other special projects, as required.
DESIRABLE SKILLS AND KNOWLEDGE:
The successful candidate must possess thorough knowledge of governmental accounting principles and practices, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) regulations. A strong understanding of general ledger and sub-ledger systems, accounts payable and receivable functions, and the preparation and analysis of financial statements is essential. The candidate must also be familiar with external audit requirements and procedures, internal accounting policies and controls, and financial reporting obligations specific to public sector organizations.
Comprehensive knowledge of state-mandated AB23 reporting requirements, as well as Federal and State tax reporting obligations, is required. Proficiency in Microsoft Office applications-including Excel (pivot tables, graphing, formulas), Word, Outlook-as well as the use of 10-key calculators, is necessary for daily operations.
A high level of attention to detail, strong analytical thinking, and problem-solving capabilities are required. The candidate must be highly organized and efficient, able to manage multiple priorities, meet tight deadlines, and work independently when necessary. Proficiency in Microsoft Excel for analysis and reporting.
Strong interpersonal skills, a commitment to customer service, and the ability to maintain confidentiality and integrity are also key to success in this position. Self-starter with attention to detail, ability to prioritize, and manage multiple tasks.
EDUCATION AND QUALIFICATIONS:
Bachelor's degree in Accounting, Management Accounting, Finance, Financial Accounting, or a related field. Must have at least 5 years serving in a role with managerial oversight of accountants or accounting staff.
Certified Public Accountant (CPA) License is required.
LOCATION, HOURS, SALARY AND FILING DATE:
This position is located in Sacramento, CA and requires in person attendance.
The Senate's core business hours are 9:00 a.m. - 5:00 p.m., Monday through Friday, and may require after hours or weekend work.
*This position is limited term through 12/31/28 and limited to 960 hours a year.
Salary range: $66.64 - $126.82 per hour
Final salary will be commensurate with experience and education. Seniority and significant experience are required to reach the higher end of the salary range.
